4.5. The Secretary-General is responsible for the administrative execution of the duties which have been ceded to him by the Statutes, the decisions of the General Assembly and the Committee.
He is accountable to the General Assembly and the Committee.
4.6 The Committee can form an executive committee amongst its members.
This committee will be nominated for the execution of a special task to be defined by the committee.
All members of the Committee are eligible for the executive committee.
5.2. The Treasurer administers the financial means of UNICA and keeps the books.
Annually -after the ending of the financial year- he draws up the balance sheet and the profit and loss account.
In consultation with the Committee he drafts a budget proposal for the next year and submits it to the General Assembly.
5.3. All expenses should possibly be in conformance with the approved budget.
5.4. Dispositions of money, payment orders and receipts will be signed by the Treasurer only.
A second signature by the President or the Secretary General is required if a single expenditure exceeds EUR 5.000.
5.5. All positions within UNICA are voluntary ones.
However, for each Committee meeting (at most four meetings per year), members are entitled to be paid a lump sum to cover their expenses.
Moreover a yearly compensation is due to the President for general representation expenses.
5.6. The two auditors elected by the General Assembly have to audit the balance sheet and the profit and loss account as well as the invoices and bills before the annual General Assembly and to report to the General Assembly on their findings.
