Das Komitee tagte in den Räumlichkeiten der UNICA 2000 in Roermond. Wie immer: Von Arie de Jong aufs Beste organisiert. Herzlichen Dank.	Le Comité s'est réuni dans le locaux de l'UNICA 2000 à Roermond. Comme d'habitude, Arie de Jong avait parfaitement organisé les choses. Un grand merci.	The Committee met in the premises reservied for the UNICA 2000 Congress in Roermond. As usual, things had been perfectly organised by Arie de Jong. Many thanks.
Das Komitee ist sich bewusst, dass diese vorbereitende Sitzung, für die Generalversammlung an der UNICA 99, grosse Bedeutung hat. Es war erfreulich, dass auch diese Sitzung mit allen Mitgliedern durchgeführt werden konnte.	Le Comité était conscient du fait que cette réunion préparatoire pour l'assemblée générale de l'UNICA 99 avait une grande importance. Et on a pu constater que toutes les membres du Comité avaient pu venir pour y participer.	The Committee was aware of the importance of this meeting for the preparation of the UNICA 1999 General Assembly, and it could be observed that all Committee members had been able to come and could attend the meeting.
Es freute uns, dass in Lappeenranta wieder einige Neumitglieds-Länder aufgenommen werden können. Leider aber müssen wir auch dieses Jahr Länder von der Mitgliedschaft ausschliessen, die ihren Verpflichtungen nun schon seit mehreren Jahren nicht nachgekommen sind. Schade, aber es lässt sich nicht vermeiden.	Nous sommes heureux de voir que quelques nouveaux pays seront accueillis comme nouveaux membres à Lappeenranta. Malheureusement, cette année aussi, d'autres pays devront être exclus car ils ne sont pas pas acquittés de leurs obligations depuis plusieurs années. C'est bien dommage, mais on ne peut pas faire autrement.	We are pleased to report that new members will join UNICA on the occasion of the Lappeenranta Congress. Unfortunately, some other federations will also have to be excluded as they have not fulfilled the (financial) conditions for several years. A real pity, but there is no alternative.
Tula Turtia orientierte über den Stand der Organisation in Finnland und wir kommen alle mit grossem Interesse zu diesem UNICA-Anlass, der sicher im Vergleich zu den Vorjahren ein ganz anderes Bild zeigen wird. Wir hoffen auf eine grosse Beteiligung. Haben Sie sich angemeldet ??	Tula Turtia nous a informé du degré de préparation en Finlande et nous irons tous participer à cet UNICA avec beaucoup d'intérêt, car il est certain que, par rapport aux années précédentes, il nous offrira des images tout à fait nouvelles. Nous espérons que la participation sera forte. Vous êtes-vous déjà inscrits ?	Tula Turtia informed us about the preparations for the Congress in Finland ; we can be sure that this UNICA event will be most interesting and offer an image that is quite different of what we have had in the past few years. We trust that participation will be impressive. Have you registered yet ?
Und dann ging es an die Behandlung von eingereichten Anträgen, ein grosses Stück Arbeit, doch wir hoffen, dass diese auch von der Generalversammlung so eingehend und objektiv, wie im Rahmen des Komitees, besprochen werden.	Nous nous sommes ensuite penchés sur les questions posées, et cela a représenté un gros travail. Nous espérons qu'elles seront discutées en assemblée générale avec la même profondeur et la même objectivité que dans le cadre du Comité.	The Committee examined the various proposals submitted and devoted much time to the various issues. We hope that the questions raised will be discussed by the General assembly with similar attention and objectivity as they were by the Committee
Schaffung einer neuen Kategorie von Filmen an der UNICA : "Low-budget" Filme	Création d'une nouvelle catégorie de films à l'UNICA : les films "low-budget"	Creation of a new UNICA film category : the "low-budget" films
Der Antrag wird den Landesverbänden rechtzeitig in seinem vollen Text zugestellt werden. Der Sinn dieses Antrages ist es, dass Filme, die von Filmschulen kommen, nicht mit reinen Amateur-Filmen verglichen und gemessen werden sollten. Grund dazu ist die Tatsache, dass solche Filme mit Mitteln (finanzieller oder anderer Art) hergestellt werden, die einem "normalen Amateur" nicht zur Verfügung stehen. Dabei soll der Autor, nicht der Juror, nicht der Landesverband und auch nicht die UNICA, den Richter spielen. Der Autor soll frei erklären, dass er seinen Film in dieser neuen Kategorie bewerten lassen möchte. Der Film würde jedoch im normalen Länderprogramm vorgeführt, aber bei der Jurysitzung nicht im Länderprogramm, sondern zusammen mit den anderen, an der UNICA laufenden "Low BudgetFilmen", klassiert werden. Dieses System wird bereits bei andern Filmwettbewerben angewandt.	La proposition complète sera soumise en temps opportun aux fédérations. Cette proposition tend à dire que les films qui nous viennent d'école de cinéma ne peuvent pas être jugés sur un pied d'égalité avec d'authentiques films d'amateur. La raison en est le fait que de tels films sont produits avec des moyens (financiers et autres) dont l'"amateur-type" ne dispose pas. En outre, c'est l'auteur, et non pas un membre du jury, ou la fédération nationale ou même l'UNICA, qui doit jouer le rôle du juge. L'auteur devra dire spontanément qu'il souhaite que son film soit placé dans cette nouvelle catégorie. Mais l'śuvre sera présentée dans le cadre du programme national normal, mais, lors de la discussion du jury, elle ne sera pas classée avec les autres films du programme national, mais avec les autres films "low-budget" passés à l'UNICA Ce système est déjà utilisé dans d'autres concours de cinéma.	A full proposal is to be submitted to member federations in due time. This proposal aims at establishing a procedure to deal with such films that are made by film school students : they cannot be evaluated on an equal footing with genuine amateur films. The main reason is that such films are produced with means (financial and otherwise) that the "typical amateur" generally does not avail of. Moreover, it would up to the author himself/herself, not the jury or the federation or even UNICA, to play the part of the judge. (S)he would have to declare freely whether (s)he would like to see his/her work run under this new heading. The film will still be screened as a part of the national programme, but it will be evaluated by the jury not a national contribution, but together with the other works mentioned as "low-budget" films and projected during the UNICA Contest. A similar procedure is applied in some other films competitions.
Das Komitee bemühte sich sehr, alle positiven und negativen Aspekte zu berücksichtigen. Dabei wurden die verschiedenen Meinungen, die von Landesverbänden schriftlich eingereicht wurden, eingehend besprochen und abgewogen. Der Antrag fand im Komitee keine Mehrheit und wurde knapp abgeleht. Die Generalversammlung wird darüber zu entscheiden haben und es ist zu hoffen, dass diese Entscheidung der künftigen Entwicklung Rechnung tragen wird. Danken möchte ich allen Landesverbänden, die sich aktiv mit Beiträgen zu diesem Problem geäussert haben.	Le Comité s'est efforcé de prendre en considération tous les aspects positifs et négatifs du problème. Toutes les opinions exprimées par écrit par les fédérations nationales ont été examinées en profondeur. La proposition n'a pas eu un vote majoritaire et le refus a été décidé de justesse. C'est l'assemblée générale qui devra trancher et il faut espérer que cette décision tiendra compte de l'évolution des choses. En tout cas, je tiens à remercier toutes les fédérations qui ont voulu apporter une contribution au débat.	The Committee tried to take into account all the pros and contras in relation to this issue. All the opinions expressed in writing by the federations were thoroughly examined. But the proposal was eventually turned down in a very close vote. It will be up to the General assembly to make a decision, with all due consideration for the latest developments in this respect. In all cases, the Committee is very grateful to the numerous federations which contributed to the debate.

Wie z.B. beim Tennis, wo es gesetzte und ungesetzte Teilnehmer gibt, könnten nach diesem Antrag bestimmte Länder (gemäss den Resultaten des Vorjahres) als "gesetzt" bezeichnet und so auf die verschiedenen Vorführtage verteilt werden. Damit soll verhindert werden, dass keine Massierung von "guten Länderprogammen" stattfindet.	Tout comme pour le tennis, où il y a des joueurs classés et non classés, certains pays pourraient, si on suit cette proposition, être considérés comme "classés" (en fonction des résultats de l'année précédente) et être répartis sur les différentes demi-journées de projection. Le but est d'éviter que les "bons programmes" ne soient concentrés sur quelques périodes.	As in the case of tennis where some players are given a position on a ranking list, some countries might also be considered – if we adopt this proposal – as having a "ranking" (in relation to the results obtained the year before) and be distributed over the various projection days. The idea is to avoid having a concentration of "good programmes" during part of the contest.
Auch dieser Antrag wurde eingehend besprochen. Obwohl auch bei diesem Antrag verschiedene Meinungen bestehen, fand auch er keine Mehrheit im Komitee.	Cette proposition a également fait l'objet d'une discussion approfondie. Bien que les avis soient aussi partagés à propos de cette proposition, elle n'a pas recueilli non plus la majorité des voix.	This proposal was also the subject of a thorough discussion. Though opinions, here again, were rather divided, the proposal did not have a majority of votes.
Ich bin der Meinung, dass beide Anträge im Hinblick auf eine Erneuerung in der UNICA wertvoll sind und dass es sich lohnen könnte, diese eingehend zu behandeln. Besonders der Antrag zur Schaffung einer Kategorie von Filmen, die den Rahmen des reinen Amateurfilmes sprengen, glaube ich, dass man es sich wirklich überlegen sollte, eine Lösung für dieses Problem zu finden. Besteht nicht die Gefahr, dass wir entweder den "reinen Amateur" verlieren, weil dieser nicht mehr bereit ist, mit Filmen in Konkurrenz zu treten, die mit Mitteln hergestellt wurden, die "einem reinen Amateur" nicht zur Verfügun stehen? Auf der anderen Seite aber wäre es sicher falsch, wenn wir diese guten "Low-Bugetfilme", eben Filme von künftgen Profis die heute noch als "Amateure" arbeiten, verlieren würden. Was tun wir, wenn die Anzahl dieser Filme ansteigt ? Ist es dann nicht zu spät zu handeln ? Eine Ueberlegung würde sich vor der Abstimmung lohnen.	Je pense que les deux propositions sont valables par le souci de renouvellement de l'UNICA qu'elles expriment et qu'il serait tout à fait profitable de les examiner. En particulier la proposition de création d'une catégorie de films qui dépassent les limites du film d'amateur pur, mérite, à mon avis, une réflexion sérieuse de façon à parvenir à une solution à ce problème. N'existe-t-il pas un risque de voir le film "purement" amateur disparaître car ce dernier ne serait plus prêt à mettre son śuvre en compétition avec des films qui ont été produits avec des moyens dont l'amateur "authentique" ne dispose pas ? D'un autre côté, ce serait aussi sûrement une erreur si nous perdions ces bons films "low-budget", des films qui sont l'śuvre des futurs professionnels qui travaillent encore aujourd'hui comme des "amateurs". Que devons nous faire si le nombre de ces films augmente ? Ne sera-t-il pas trop tard pour agir ? Il serait bon d'y réfléchir avant de passer au vote.	The two proposals were obviously very interesting as a testimony of the need to reconsider some aspects of UNICA practice and much profit is to be derived of the discussion. Special attention, in my opinion, should be paid to the proposal for the creation of a new category for such films that cannot be considered as the work of genuine amateurs, with a view to finding a fair solution to the issue Isn't there a risk of seeing the "purely" amateur film-makers disappear as the latter would not be prepared to have their works compete with films that have been produced with equipment and means that the genuine amateur cannot afford ? On the other hand, it would also be wrong to take the risk of losing good "low-budget films" made by would-be professionals still working as "amateurs". And what should we do if the number of such entries goes on rising ? Will it not be too late to respond ? We should give thought to this issue before coming to a vote.
UNICA-Wettbewerb als "Weltmeisterschaft des nicht professionellen Filmes"	Le Concours de l'UNICA comme "Championnat du film non professionnel"	The UNICA Competition as the "World Championship of Non-Professionnal Film-Making"
Das Komitee hat sich bereits an der vorangegangenen Sitzung erklärt, dass es einem Organisator einer UNICA freisteht, diese neue Bezeichnung zu verwenden. Es gab dazu zwei Gründe:	Le Comité a déjà pris position lors de sa précédente réunion et dit qu'un organisateur de l'UNICA a la liberté d'utiliser la nouvelle appellation. Il y a pour cela deux raisons :	The Committee already expressed an opinion on the occasion of the previous meeting , saying that the organiser of the UNICA Competition had full liberty to use this new appellation. Two reasons for this :
1) Das Komitee muss bei jedem Ausrichter einer UNICA feststellen, dass enorme finanzielle Probleme bestehen. Das Beispiel "Zillertal 98" hat gezeigt, dass es wesentlich einfacher, ja überhaupt noch möglich ist, bei staatlichen und andern Institutionen Mittel für eine UNICA freizubekommen, wenn diese attraktiv, eben mit einer "Weltmeisterschaft" verbunden werden kann.	1) Le Comité se doit de constater que les organisateurs doivent faire face à d'énormes problèmes financiers. L'exemple de Zillertal 98 a montré qu'il est beaucoup plus facile, lorsqu'il est possible de faire débloquer des fonds par l'état ou d'autres institutions pour l'UNICA, d'obtenir satisfaction lorsque le Congrès est rendu ainsi plus attractif en étant associé à l'idée d'un "Championnat du Monde"	1) The Committee is aware that all UNICA organisers have to face enormous financial difficulties. However, Zillertal 98 is a good example of the fact that it is much easier to obtain financial support, whenever some is available from the State or other institutions, when the image of the Congress is rendered more attractive, in particular by being associated to the idea of a "World Championship"
2) Das Komitee ist sich bewusst, dass in dem Augenblick, wo ein anderes Filmfestival diese Bezeichnung übernimmt, dies dann für die UNICA nicht mehr möglich ist. Der UNICA-Wettbewerb ist zur Zeit immer nocht "DER WETTBEWERB" im Rahmen des nicht professionellen Filmes. Aus diesem Grunde ist das Komitee der Auffassung, dass diese Bezeichnung, wenn immer möglich, eingesetzt werden sollte um so vielleicht zu verhindern, dass ein anderer Veranstalter sich dessen bemächtigt. Das Komitee ist sich aber auch bewusst, dass die Verwendung der Bezeichnung "Weltmeisterschaft" durch die UNICA nicht das Problem vollständig lösen kann, da eine prozessuale Verfolgung gegen einen anderen Anwender zu kostspielig sein würde.	2) Le Comité est conscient du fait que, à partir du moment où un autre festival de cinéma adopterait cette appellation, l'UNICA ne pourrait plus l'utiliser. Le Concours de l'UNICA reste actuellement "LE CONCOURS" par excellence dans le cadre du cinéma non professionnel. Pour ces raisons, le Comité est d'avis que cette appellation, lorsqu'elle est possible, doit être utilisée pour éviter qu'un autre organisateur s'en empare. Le Comité est cependant aussi conscient du fait que l'utilisation de l'expression "Championnat du Monde" par l'UNICA ne résout pas complètement le problème car il serait trop onéreux d'engager des poursuites contre un autre utilisateur.	2) The Committee is also aware of the fact that, should another film festival take up this appellation, UNICA would not make a claim for it any more. The UNICA Film Competition is currently considered as "THE FILM CONTEST" par excellence in the world of non-professional film-making. For these reasons, the Committee holds the opinion that this appellation should be used whenever possible to preclude any appropriation by another organiser. However, the Committee understands that using the expression "World Championship" is not a universal solution for UNICA as we could not afford to sue the other organisations making a similar claim for it.
Aus diesen Gründen ist das Komitee der Auffassung, dass die Verwendung der Bezeichnung "Weltmeisterschaft" nicht verboten werden soll. Das Komitee ist auch der Auffassung, dass sein Entscheid nicht der Generalversammlung unterliegt. Aus diesem Grunde ist dies auch kein Antrag an die Generalversammlung sondern eine Information an die Landesverbände.	Pour ces raisons, le Comité pense que l'on ne doit pas interdire l'utilisation de l'appellation "Championnat du Monde". Le Comité pense aussi que sa décision ne doit pas être soumise à l'assemblée générale. En conséquence, ceci ne constitue pas une proposition présentée à l'assemblée générale, mais une information communiquée aux fédérations nationales.	For all these reasons, the Committee that we should not prohibit the use of the appellation "World Championship". In their opinion, this decision should not be submitted to the General Assembly. As a consequence, this is not a proposal to be tabled at the General Assembly, but rather information for national federations.
Zum Schluss etwas über die kommenden UNICA-Kongresse:	Et enfin quelque chose à propos des prochains Congrès de l'UNICA	Finally something concerning the next UNICA Congresses.

2001 Ich habe mich dringend an Estland gewandt um zu erfahren, ob die Durchführung in Estland möglich ist. Sollte dies aus bestimmten Gründen nicht möglich sein, so würde die UNICA 2001 in Polen durchgeführt, das sich als "Ersatzland" angeboten hat.	2001 je me suis adressé à l'Estonie pour savoir si l'UNICA pouvait y être organisé. Si cela ne devait pas être possible, l'UNICA 2001 serait organisé en Pologne, ce pays ayant proposé de servir d'"alternative".	2001 : I called on Estonia and asked them whether a UNICA Congress could be organised there. If it appears that it is not possible for whatever reasons, the UNICA 2001 Congress could be organised in Poland as this country has proposed to serve as an "alternative".
Erfreulich ist die Feststellung, dass alle Landesverbände, die sich bis heute mit Beiträgen zum Länderprogramm angemeldet haben, ihre Zustimmung gaben, dass die ausgewählten Videos (fürs UNICA-Archiv) direkt zurückbehalten werden dürfen. Vielen Dank..Sie erleichtern uns damit die Arbeit ganz wesentlich.	On constate avec plaisir que toutes les fédérations nationales qui ont inscrit des programmes ont donné leur accord pour que les vidéos sélectionnées (pour la Cinémathèque de l'UNICA) puissent être retenues directement. Tous nos remerciements. Vous nous facilitez ainsi grandement la tâche.	We were pleased to observe that all national federations that had entered films in the competition gave an agreement so that the works selected (to be taken up in the UNICA Film Library) could be kept for that purpose after the projection. Best thanks for that as our task is made much easier.
