Ladies and Gentlemen, Dear friends,

The ballot by which I have just been elected as the president of the world organization for independent film-making, UNICA, fills me with joy and pride, but at the same time - and I make no secret of that - with some anxiety.

Le scrutin qui vient de me nommer à la tête de l'organisation mondiale du cinéma d'auteur,  UNICA, me remplit de joie et de fierté, mais également, et je ne m;en cache pas, d'une certaine appréhension.

 Meine sehr verehrten Damen und Herren, Liebe Freunde,

Die soeben erfolgte Ernennung zum Präsidenten des Weltverbandes des Autorenfilmes UNICA erfüllt mich mit Freude und Stolz, wobei ich nicht verheimlichen möchte, auch mit etwas Angst und Bedenklichkeit.

Whenever there is a change at the top level of an organization that is dedicated to its traditions and also due to a certain pressure caused by expectations for a revival, tensions emerge so that the newcomer cannot but feel some apprehension or even - should we say - real fear. Fortunately there exists a set of values and experiences likely to help overcome these barriers and devote one's forces to the tasks to be carried out in the future.

A chaque changement à la tête d'une organisation, vouée à ses traditions ainsi qu'à travers une certaine pression due à l'attente d'un renouveau, des tensions surgissent  à l'gard 'desquelles le nouveau venu éprouve une certaine inquiètude pour ne pas dire une vraie peur. Fort heureusement il existe tout un nombre de valeurs et d'expériences  qui aident à surmonter rapidement cette barrière et à consacrer ses forces vers les tâches à accomplir dans le futur.

Bei jedem Wechsel an der Spitze einer doch seinen langen Traditionen verpflichteten Organisation und durch einen gewissen Erwartungsdruck ergeben sich Spannungen vor denen  man als fast Neuling eine gewisse Unruhe und sogar Angst nicht verbergen kann. Zum Glück gibt es eine ganze Reihe Werte und Erfahrungen die dazu beitragen diese Barriere schnellstens zu überwinden und seine Kräfte nach vorn auf die zukünftigen Aufgaben zu richten.

There is no doubt that many of you have wondered whether the successful candidate is not a little bit too old to take over such a position that requires specific qualities comparable to those of the boss of an SME, the more so when we consider that in the contemporary world in which people are intensely preoccupied with short-lived consumer goods and success should be immediate, the companies are run by highly qualified, highly trained managers and achieved sportsmen, who are between 30 and 45 years of age ? Some others may wonder why it appeared appropriate to elect a candidate from the tiny Grand-Duchy of Luxembourg, a country which has more bankers than filmmakers?

D'aucuns se sont sans doute posé la question si le candidat élu n'est pas un peu trop âgé pour occuper un tel poste qui exige des qualités particulières comparables à celles d'un patron de PME, sachant que dans notre monde actuel, axé sur le consommable à bref délai et le succès immédiat, les entreprises sont dirigées par des managers hautement diplômés, hautement formés et sportifs accomplis, âgés de 30 à 45 ans ? D'autres s'interrogent peut-être sur la question de savoir pourquoi il a fallu élire un candidat venu du petit Grand-duché de Luxembourg, un pays qui compte plus de banquiers que de cinéastes ?

Manche mögen sich auch die berechtigte Frage gestellt haben, ob der Kandidat nicht etwa zu alt für einen solchen Posten wäre, der vom Inhaber die Qualitäten eines Leiters eines mittleren Betriebes erfordert, wissend dass in unserer heutigen Welt die auf Schnelllebigkeit und den sofortigen Erfolg getrimmt ist, die Unternehmen in zunehmenden Masse von hochdiplomierten, hoch ausgebildeten und sportlich durchtrainierten Managern von 30 bis 45 Jahren geleitet werden? Andere denken vielleicht wieso ein Kandidat aus dem kleinen Großherzogtum Luxemburg, wo es mehr Banker als Filmemacher gibt?

And some other people may also think that the man who has just been elected is only an agent or a front man appointed to pave the way for somebody else, a future candidate who will be more dynamic, so that his election is no more than a compromise or, in the best of scenarios, an interim position.

D'autres encore pourraient penser que l'homme qui vient d'être élu n'est qu'un représentant ou prête-nom pour ouvrir la voie à autrui, c.-à-d. à un futur candidat plus dynamique, qu'en somme son élection ne constitue qu'un compromis ou, dans le meilleur des cas, une transition.

Noch andere könnten denken der Mann ist nur Stellvertreter oder Wegbereiter für andere, neuere, d.h. dynamischere und jüngere Kandidaten, also eine Art Kompromiss- oder im besten Falle ein Übergangspräsident.

I would like to respond to this with just a couple of words expressed in full clarity :

• I do not consider myself as a president nominated after a compromise, but rather as a man open to compromises, able to dialogue and discuss frankly and openly with his fellow men.
  
• Even less do I regard myself as a transition president, thinking that my term-of-office could not be shortened for other reasons than failing health, advanced age or by a decision of the delegates of member federations. Anyway, the tenure is restricted to three times three years.

A cela j'aimerais répondre par deux mots que je voudrais très clairs :

• Je ne me vois nullement comme un président issu d'un compromis, mais tout au plus comme un homme de compromis capable de dialoguer et discuter franchement et ouvertement avec son prochain.
  
• Je me considère encore bien moins comme un président de transition, estimant que mon mandat ne saurait être écourté autrement que par une santé défaillante, l'âge avancé ou encore par la volonté des délégués des fédérations membres. En tout cas, la tenure est restreinte à 3 x 3 années.

Dazu möchte ich hier an dieser Stelle einiges klarstellen.

• Ich sehe mich auf keinen Fall als Kompromisspräsidenten, höchstenfalls als Mann der Kompromisse der mit jedem, aus welcher Ecke der Welt er auch kommen mag, im fairen Dialog und mit offenem Visier bereit ist zu diskutieren.
  
• Ich sehe mich noch viel weniger als Übergangspräsidenten, meine Amtszeit kann nur durch mangelnde Gesundheit, Altersschwäche oder durch den Willen der Delegierten der Länderverbände zeitlich begrenzt werden. Ohnehin ist die Amtszeit auf drei mal drei Jahre beschränkt.

My country of origin is not a banana republic, no more than it is a haven to launder dirty or illegal money. Due to my family roots, I would consider myself as a true-born European. My father was a Belgian, himself of both Walloon and Flemish descent, my wife has both Italian and Luxembourg blood, so that I claim that I have best predispositions. My country is located at the meeting point of the two main cultures of Western Europe, the Germanic and the Romance one, has at all time found ways to open itself up to the surrounding world.

Mon pays d'origine n'est pas une république bananière pas plus d'ailleurs qu'un refuge ou oasis  pour de l'argent sale ou non déclaré. Ceci dit, en raison de mes attaches familiales, je me considère bien plutôt comme un Européen à part entière. Né de père belge, lui-même moitié wallon et moitié flamand, marié à une femme moitié italienne, moitié luxembourgeoise j'estime posséder de ce fait les meilleures prédispositions. Mon pays situé au confluent  des deux principales cultures de l'Europe de l'Ouest, la germanique et la romane, a depuis longtemps su s'ouvrir au monde qui l'entoure.

Mein Herkunftsland Luxemburg ist keine Bananenrepublik und seit geraumer Zeit keine Oase mehr für schmutziges Geld oder für Steuerhinterzieher. Soviel zu dem Thema. Aufgrund meiner Familienverhältnisse sehe ich mich viel eher als Europäer an. Ein Belgischer Vater, halb Wallone, halb Flame, eine Frau, halb Italienerin, halb Luxemburgerin, sind hierzu, glaube ich, die besten Voraussetzungen. Am Zusammenfluss zweier der wichtigsten Kulturströme in Europa, der germanischen und der romanischen Welt, hat Luxemburg sich von jeher dem näheren und weiteren Ausland geöffnet.

Now a more interesting question: what does UNICA mean to me ? What are the reasons for my commitment?

Question plus intéressante : Que signifie l'UNICA pour moi. ? Quelles sont donc les raisons de mon engagement ?

Eine wichtigere Frage : Was bedeutet indes für mich UNICA.? Welches sind die Gründe für mein Engagement?

It is not so uncommon to hear people saying that film only ranks second among the points of interest of participants coming to a UNICA Congress.

As in any assertion of the sort, even if it is slightly frivolous, there is a part of truth. Sure people travel from many countries and gather every year in another place to celebrate independent film making. The congress is indeed the place where grand mass of non-commercial film-making is held and even repeated hundreds of times. But UNICA is much more than just that. It is a communion of cultures, the bridging of political and social differences. It is the forum where people of multifarious origins express esteem for each other in full respect of the opinions and convictions of others. Film, more than any other form of artistic expression, makes it possible to gain access to and probe into the soul of other peoples of the earth, their traditions, their cultures. A film from Far East is immediately identified as such, just as a film from South America, North Africa or Scandinavia, and this even without words or music. These are indeed - in my opinion - the differences that make an organization like UNICA so invaluable and so important.

Il n'est pas rare d'entendre des commentaires comme quoi le film occuperait le deuxième rang dans l'ordre des préoccupations des participants à un congrès de l'UNICA.

Comme toute affirmation celle-ci, quoiqu'un peu légère, comporte une part de vérité. Bien sûr les gens venus de nombreux pays se rassemblent annuellement dans un autre lieu pour célébrer le cinéma d'auteur. C'est bien là que se tient la grand'messe du film non commercial, et même des centaines de fois. Mais l'UNICA c'est bien plus encore. C'est la communion des cultures, le dépassement des différences politiques et sociales. C'est l'estime réciproque et partagée que se portent des gens d'origine les plus diverses dans le respect absolu des opinions et convictions d'autrui. Le film, mieux encore que d'autres formes d'expression artistique, permet de plonger dans l'âme des différents peuples, leurs traditions, leurs cultures, jusqu'au plus profond de leurs racines. Un film d'Extrême Orient se reconnaît tout de suite comme tel, de même qu'un film sud américain, nord africain ou scandinave, même sans paroles et sans musique.  Ce sont précisément ces différences qui font qu'une organisation comme l'UNICA soit tellement précieuse et qui la rendent tellement importante à mes yeux.

Nicht selten hörte man Kommentare wie z.B. dass die Filmerei die zweitschönste Sache an einem UNICA-Kongress sei.

Wie jede Behauptung ist diese, wenn auch etwas frivol, nicht ganz falsch. Natürlich kommen die Menschen aus vielen Ländern im wesentlichen alljährlich an einem anderen Ort dieser Welt des Filmes wegen zusammen. Daselbst wird dann die Hochmesse des Nicht-Kommerziellen Filmes zelebriert, und zwar hundertfach. UNICA ist aber noch viel mehr. Es ist die Kommunion der Kulturen, die Überbrückung der politischen und sozialen Gegensätze. Es ist die gegenseitige Hochschätzung von Menschen verschiedenartigster Herkunft ohne Abwägung der gegensätzlichen Meinungen und Überzeugungen.  Der Film, besser noch als andere Kunstformen, gewährt einen tiefen Einblick in die Seele der einzelnen Völker, in ihre Traditionen, in ihre Kultur, bis ganz hinunter zu ihren Wurzeln. Ein Film aus Fernost ist sofort als solcher zu erkennen, ebenso  ein süd-amerikanischer, ein nordafrikanischer oder ein skandinavischer, selbst ohne Sprache und Musik. Es sind gerade diese Gegensätze die eine Organisation wie die UNICA so wertvoll machen und für mich so wichtig machen.

All the same, it is the participants who have come from four continents to pay tribute to independent film making who provide best evidence for the value of such a mass event. They make a small rather colourful crowd, with authors, some young people and some not so young, fans and their relatives, who will mingle with the regular visitor, local people who have just dropped in, or just film buffs. So all these individuals will rally to watch the films entered in the contest and then discuss them in groups, and also take part in sidetours of cultural or simply touristic interest in the host country and - quite important too - have a drink together in the evening before bedtime. This intermingling gives to UNICA Congress a special ambience, a feel that is so particular, or even unique. When considered in this light, UNICA not only represents a wonderful showcase for independent film-making, but also a powerful medium for the promotion of better understanding between nations.

Mais au-delà ce sont les gens qui viennent de quatre continents pour célébrer le cinéma d'auteur qui illustrent le mieux la valeur d'une telle manifestation de masse. C'est un mélange bigarré d'auteurs, jeunes et moins jeunes, de fans ou de proches, auxquels s'ajoutent les habitués, les habitants du coin ou tout simplement les amoureux du film. Tout ce petit monde s'assemble pour apprécier les films en concurrence et pour en discuter en groupe, pour entreprendre des excursions culturelles ou simplement touristiques dans le pays hôte et, à ne pas oublier, à prendre un dernier verre ensemble avant le coucher. Ce brassage donne justement son flair au congrès UNICA et lui confère un esprit particulier pour ne pas dire unique. Vu sous cet angle, l'UNICA, représente, à part une merveilleuse vitrine pour le cinéma d'auteur, également un moyen très puissant pour promouvoir une meilleure compréhension entre les nations.

Darüber hinaus sind es die Menschen die aus vier Kontinenten angereist kommen um dem Medium Film zu huldigen, die den eigentlichen Wert einer solchen Mammutveranstaltung veranschaulichen. Ein buntes Volk von Autoren, jüngeren und auch älteren, Anhänger und Familienmitglieder derselben, desweiteren Dauergäste, Zaungäste oder einfach Filmliebhaber. Alle kommen sie zusammen um die konkurrierenden Filme anzuschauen, gemeinsam zu diskutieren, Ausflüge zu unternehmen und, so gar nicht unwichtig, spät abends noch einen Schlaftrunk zusammen zu genießen. All dies zusammengemixt ergibt einen besonderen Flair, eben den UNICA-Esprit der so gestaltet wohl einmalig auf der Welt ist. So gesehen ist die UNICA, neben dem Schaufenster der weltbesten Autorenfilme, auch ein sehr effizientes Mittel zur besseren Völkerverständigung.

UNICA today and to-morrow

In a constantly changing world where people burn today what they worshipped the day before, UNICA, more than ever, is facing a sea with high waves where the matter is to hold one's course, without ignoring the recommendations of the weather forecast. That means that, in full respect of the frameworks in force, we should not turn a blind eye to the structural changes that could prove indispensable. Of course we should not rush things and act irrationally to avoid the risk of shipwreck.

L'UNICA aujourd'hui et demain.

Dans un monde en permanente évolution où l'on brûle aujourd'hui ce que l'on a adoré hier, l'UNICA se trouve confrontée plus que par le passé à une mer à forte houle sur laquelle il importe de garder strictement le cap, sans pour autant fermer les yeux aux événements  qui nous entourent. Cela signifie en clair qu'il faut, dans le respect des structures actuelles, ne pas se fermer à des changements structurels qui pourraient s'avérer indispensables. Bien sûr   ceci ne doit pas s'accomplir de façon précipitée ou irréfléchie, autrement il y a danger de naufrage.

UNICA heute UNICA morgen

In einer kurzlebigen Welt wo alles in Bewegung ist, wo morgen das verbrannt wird was heute noch angebetet wurde, befindet sich die UNICA mehr denn je auf einem wogenden Meer wo es sowohl gilt streng Kurs zu halten, als auch sich den Anweisungen des Wetterdienstes zu beugen. Dies heißt soviel wie an den heutigen Strukturen festhalten ohne zu vergessen über kurz oder lang einen Strukturwandel zu vollziehen. Dies darf jedoch nicht überstürzt oder unüberlegt geschehen ansonsten die Gefahr eines Schiffbruchs gegeben wäre.

Which things should be addressed or revised in the mid-term ?

As we all know, the UNICA Festival is a contest between film federations in many countries that are very different from each other. The films screened in the official program are selected by the federations according to their own individual regulations, in most cases at the end of an internal competition or following the decision of a selection committee. The films are entered in two categories, one the one hand films considered as purely non professional works and on the other hand those that are made in film schools under guidance of professors by young people eager to make a career in film-making.

Que s'agit-il donc de voir ou de revoir à court et à moyen terme ?

Le festival de l'UNICA, c'est bien connu est un concours entre fédérations issues de nombreux pays et parmi ceux-ci des pays très différents les uns des autres. Les films figurant au programme officiel sont sélectionnés par les fédérations d'après des règles qui leur sont propres, mais principalement à l'issue  de concours internes ou sur l'avis d'un comité de sélection. Les films sont rangés globalement en deux catégories, les uns sont les films d'amateurs purs, les autres sont issus d'académies ou d'écoles de cinéma, réalisés sous la direction de professeurs par des jeunes désireux de faire du cinéma leur profession.

Welche Punkte müssen nun kurz- oder mittelfristig untersucht und in Angriff genommen werden?

Das UNICA Festival ist bekanntlich ein Wettbewerb zwischen Verbänden aus vielen oft sogar unterschiedlichsten Ländern.  Die Filme im Hauptprogramm werden von den meisten Landesverbänden nach von ihnen selbst festgelegten Regeln ausgesucht, meistens aufgrund von internen Wettbewerben oder nach Anhörung  eines Selektionskomitees. Die Filme sind grob gesagt in 2 Kategorien eingeteilt, die einen sind „reine“ Amateurfilme, die anderen stammen aus Filmakademien oder Filmschulen, sind also unter Leitung ihrer Lehrer von jungen Leuten hergestellt die gewillt sind aus dem Filmeschaffen ihren Beruf zu machen.

What happens with these young people after they have graduated? Are their films still presented at UNICA to be seen and evaluated there by an international audience, with the secret hope that they will be selected for their talents and achieve recognition and be poised to take the plunge into the fascinating world of "real" cinema?. No, not really, we have to date no reasons or evidence to think that such a vision hold true as, as far as we are concerned, these young people have left for good the non-professional camp; moreover - and this is even more a cause of concern - have not registered in a club or a federation. As a consequence, their works are to be found on other platforms. They are then presented either on the Web or in festivals that were originally reserved to non-professionals. I can cite in this respect such Festivals as Berliner Filmfenster, Grand Off in Warsaw, Festival der Nationen in Ebensee or the Golden Diana at Klopeiner See where, according to statistics, professional productions represent up to 80% of the films. The steadily increasing demand confirms that many young professional film-makers are interested in this type of events that they can use as forums or launching pads.

Que se passe-t-il avec ces jeunes une fois leur diplôme en poche ? Est-ce que leurs productions  sont toujours présentées à l'UNICA pour y être vues par un grand public international, dans le secret espoir pour leurs auteurs de voir leurs talents découverts et reconnus avec la promesse de pouvoir se plonger un jour dans le monde fascinant du grand cinéma. Nenni, aucune des règles existantes à ce jour ne permet une telle vision puisque pour nous ces jeunes ont définitivement quitté le camp amateur et, chose plus grave, ne sont affiliés à aucun club membre d'une fédération. Voilà pourquoi leurs oeuvres se retrouvent sur d'autres plateformes. Soit elles sont montrées sur le Web soit nous les retrouvons dans des festivals réservés initialement aux amateurs. Je me contenterai de citer à cet endroit les festivals Filmfenster à Berlin,  Grand Off à Varsovie, celui des Nations à Ebensee ou la Diane d'or du Klopeiner See dans lesquels, statistiquement, les productions professionnelles occupent jusqu'à 80% des films. La demande sans cesse croissante confirme l'intérêt de nombreux jeunes professionnels pour ce genre de manifestation qui leur servent de forum et de plateforme  de lancement.

Nun was geschieht mit diesen jungen Leuten nach bestandenem Examen? Kommen ihre Produktionen weiterhin zur UNICA um daselbst von einem großen internationalen Publikum gesehen zu werden, in der Hoffnung irgendwann entdeckt zu werden und dann in die faszinierende Welt des großen Kinos einzutauchen? Mitnichten, anhand der bestehenden Regeln werden sie nicht selektioniert, weil in unseren Augen diese Jungfilmer das Lager der Amateure verlassen haben und, noch gravierender, weil die Autoren keine Mitgliedschaft an einem den Verbänden angegliederten Vereinen besitzt. Aus diesem Grunde finden sich ihre Kurzfilme auf anderen Bühnen wieder. Entweder werden sie im Internet gezeigt oder wir begegnen ihnen an Festivals die ursprünglich für Amateure konzipiert wurden. Ich nenne nur das Berliner Filmfenster, das Festival Grand Off in Warschau, das Festival der Nationen in  Ebensee, oder auch noch die Goldene Diana amKlopeiner See, wo rein statistisch die professionellen Beiträge bis zu 80% der Filme ausmachen. Die stetig steigende Nachfrage  bestätigt das Interesse vieler Jungprofis an solchen Veranstaltungen die ihnen als Forum und Plattform dienen.

In my opinion, it is a pity that, because of the organisational structure of UNICA or the member federations and the clubs affiliated to the federations, the young filmmakers who are eager or poised to become reputed professionals in the world of cinema should remain in isolation, away from our activities. We may wonder whether the re-denomination of UNICA adopted in 2005 and the revision of the Statutes that have come into force on January 01 of this year has been no more than a re-naming without any real change in depth. I do think that we will have to explore ways and means to have these young people involved in our activities. In cooperation with the federations and their affiliated clubs, the unica Committee will endeavour to identify the kind of solutions that the situation calls for. We should not foster the illusion that we can halt the progressive loss of active members that is observed in our clubs everywhere in Europe considering that talented young filmmakers organized in film crews have no interest in joining our clubs and the traditional structures. If recognized too late, it will not take long for this situation to become alarming and the more so as the structural problem will be further burdened by the generation gap. It is in my opinion the main challenge that we have to rise to as a matter of urgency if we want not only to solve the financial problem but also escape the risk of full disappearance of our clubs and therefore our federations - and consequently of UNICA itself as the umbrella organisation.

A mon avis c'est très dommage qu'en raison des structures d'organisation aussi bien de l'UNICA, que des fédérations affiliés et des clubs membres des fédérations, les jeunes désireux ou en passe de devenir de futurs grands professionnels du cinéma soient totalement écartés de nos activités. C'est à se demander si la réforme de la dénomination adoptée en 2005 et celle des statuts entrée en vigueur le 1er janvier de cette année n'a donné lieu qu'à un changement d'étiquette sans réelle volonté de changement. Je suis persuadé que nous aurons à chercher les voies et moyens d'associer ces jeunes à nos activités. Ensemble avec les fédérations et leurs clubs membres, le comité UNICA s'attachera à examiner les solutions appropriées que la situation réclame. Il ne faut pas se leurrer La perte progressive de membres actifs qui inquiète nos clubs un peu partout en Europe ne pourra très certainement pas être résorbée, alors que de jeunes auteurs pétris de talent organisés en équipes de tournage ne sont guère intéressés à rejoindre les structures traditionnelles de nos clubs. Reconnue trop tard cette situation  ne va pas tarder à devenir alarmante puisqu'au problème structurel vient s'ajouter aujourd'hui celui des écarts de générations. C'est à mon sens le défi qu'il faut relever d'urgence au risque de constituer à plus longue échéance un danger existentiel et non plus simplement financier  pour nos clubs et donc pour les fédérations sans oublier l'organisation faîtière l'UNICA.

Ich stelle daraufhin die Frage ob es sinnvoll oder richtig ist wenn wir, d.h. die UNICA, die angegliederten Verbände sowie auch unsere Vereine aufgrund ihrer Satzungen und Prinzipien, die ambitionierten Jungprofis die danach streben Karriere im Film zu machen, gänzlich aus unseren Aktivitäten ausschließen?. Dabei muss man sich ernstlich fragen ob, seit der Namensänderung im Jahre 2005, und seit der Statutenänderung die im 1. Januar dieses Jahres in Kraft getreten ist, das ganze etwa nur einen Etikettenwechsel zur Folge hatte, also ohne reale Willensbekundung einen Wechsel herbeizuführen? Persönlich bin ich der Meinung dass wir zusammen nach Wegen und Möglichkeiten suchen sollten um diese Jungfilmer in irgendeiner Form an uns zu binden. Zusammen mit den Verbänden und deren Vereinen  wird das Komitee der UNICA die Lösungen zu finden haben die der Lage angemessen sind. Niemand darf sich der Tatsache verschließen dass in zunehmendem Masse unsere Vereine, und nicht nur die europäischen, an Mitgliederschwund leiden. Dieser Verlust kann ohne Umdenken nicht wettgemacht werden, da leider festgestellt werden muss dass begabte junge Autoren die als Filmteams arbeiten, sich keineswegs für unsere traditionellen Vereinsstrukturen interessieren. Zu spät erkannt kann diese Situation sehr alarmierend werden weil zu den strukturellen Problemen auch die Generationsproblematik hinzukommt. Meines Erachtens ist dies zweifellos die Herausforderung die schnellstens angenommen werden muss weil sie auf Dauer eine Existenzfrage, nicht bloß finanzieller Natur, sowohl für unsere Vereine wie für die Verbände und last but not least auch für den Dachverband UNICA selbst darstellen wird.

We thus have to carry out an in-depth analysis examining the issues at the three levels mentioned above. The subject has already been broached within the UNICA Committee and information has been collected about innovative projects developed within several federations in Western Europe. However, the scope of this debate will have to be extended, and discussion should be conducted in serenity considering that any hasty and inconsiderate initiative might be detrimental to the targeted result in the longer term.

Il faudra s'adonner à une analyse en profondeur qui devra être menée aux trois échelons mentionnés. Un début de discussion a déjà été entamé au sein du comité de l'UNICA qui a permis de prendre connaissance de projets innovants engagés au sein de plusieurs fédérations de l'Europe de l'Ouest. Il faudra élargir ce débat bien que dans la sérénité, toute mesure hâtive et inconsidérée  risquant d'en compromettre le résultat à atteindre à plus longue échéance.

Es gilt folglich eine vertiefte Ursachenforschung auf den drei vorerwähnten Ebenen vorzunehmen . Erste Diskussionen zu dem Thema wurden bereits innerhalb des UNICA-Komitees geführt. Diese Diskussionen haben zutage gebracht dass bereits vielversprechende innovative Projekte in mehreren Verbänden Westeuropas angestoßen wurden. Die Debatte zu diesem Thema muss jedoch in aller Ruhe geführt und erweitert werden, jede Überstürzung könnte das zu erreichende Resultat auf längere Sicht negativ beeinträchtigen.

There is second project that I have developed in my mind after attending committee meetings in the past two years; it is a short term project and concerns the organization of work within the Committee. It will not be easy for me to take over from a president who has been so long in office, who is so energetic, respected and estimated by all, supposing that I try to appropriate all his working methods or simply try to imitate his style. I do not intend either to give the image of somebody which does not correspond to my personality. I am too old for that and definitely not prepared for that stance.

Un deuxième projet que ma présence depuis deux ans au sein du comité m'a permis de concevoir dans un avenir plus rapproché concerne l'organisation du travail au sein du comité. J'aurais difficile de succéder à un président de longue date, dynamique, respecté et estimé par tout le monde, si je tentais de m'accaparer ses méthodes de travail ou  si je voulais simplement copier son style. Je n'ai pas non plus l'intention de me montrer sous un jour qui n'est pas le mien. J'ai trop vécu et j'ai passé l'âge pour cela.

Ein zweites Anliegen das mir am Herzen liegt betrifft die interne Organisation des Komitees die ich in den letzten zwei Jahren näher kennenlernen konnte. Ich hätte in meinem neuen und schweren Amt, insbesondere als Nachfolger eines hochrespektierten und allerseits geschätzten langjährigen Amtsinhabers, kaum eine Chance zu bestehen wenn ich der Versuchung erlegen würde mir seine Arbeitsmethoden zueigen zu machen oder falls ich nur versuchen wollte seinen Stil nachzuahmen. Ich möchte mich auch keinesfalls als jemanden ausgeben der ich nicht bin. Dazu bin ich zu alt und habe bereits zuviel gelebt.

Personally, I imagine the role of president as that of a coordinator and primus inter pares or first among equals. I consider that the Committee should operate like a government rather than a board of directors where all members just nod in approval about all proposals put forward by one or more other directors. Every Committee member should in the future consider him/herself as a minister in charge of a department and accountable for his/her action. Only most significant decisions should be made in plenary sessions, except in emergency cases where decisions are made in agreement with the president, the vice-president, the secretary-general and the treasurer. Moreover I hope that I can rely on the knowledge and experience of the old and new-elected members of the Committee so that they will spare me from falling into some traps that they know of and will take care to put me back on the right path should I get lost.

Personnellement je conçois le rôle du président plutôt comme celui d'un coordinateur et de primus inter pares. Je vois le comité fonctionner davantage comme un gouvernement que comme un conseil d'administration où les administrateurs se contentent d'opiner du bonnet à des propositions venues d'autrui. Chaque membre du comité devra à l'avenir se considérer comme un ministre ayant la charge d'un département et pour lequel il est responsable. Seules les décisions plus importantes seront prises en réunion plénière du comité ou, en cas d'urgence notamment, en accord avec le président, le vice-président , le secrétaire général et le trésorier. En attendant j'espère que je pourrais compter sur le savoir faire et l'expérience des membres élus et réélus qui devront m'éviter de tomber dans des pièges connus par eux et qui auront la charge de me remettre sur le bon chemin si des fois je devais me perdre en route.

Aus meiner Sicht ist die Aufgabe des Präsidenten eher die eines Koordinators und eines Primus inter pares. Ich sehe die Organisation des Komitees viel eher als die einer Regierung als die eines Aufsichtsrates wo jeder zu allem mit dem Kopf nickt was einer oder wenige Andere vortragen. Jedes Mitglied im Komitee sollte sich in Zukunft in die Haut eines Ministers versetzen der einem Regierungsdepartement vorsteht und für das er Verantwortung zu tragen hat. Alleine die wichtigeren Entscheidungen werden im Plenum gefasst, ausgenommen die dringlichen Angelegenheiten die im Einvernehmen mit dem Präsidenten, dem Vize-Präsidenten, dem Generalsekretären und dem Schatzmeister zu beschließen sind. Desweiteren hoffe ich auf das Wissen und die Erfahrung der alten und neugewählten Mitglieder zählen zu dürfen um zu verhindern dass ich in von ihnen bekannte Fallen tappen sollte und auf dass sie mich auf den rechten Weg zurückbringen falls ich mich einmal verlaufen sollte.

Finally, I would like to thank President Max H�nsli and all Committee members for excellent collaborative work that we have had in the past two years, after offering me a warm welcome. I thank them in particular for the sense of friendship they immediately displayed and I am very grateful to them for having promoted spontaneously and unanimously my candidacy for the position of president. Also warm and sincere thanks to all delegates for the confidence they expressed in the vote that they have just cast on behalf of their respective federations. I trust that, together with the team to whom you just gave a vote of confidence - including the newcomer, Rolf Leuenberger we will provide good service and launch the reforms that are indispensible, in full respect of the Statutes and our traditions which are part of a heritage that is dear to us.

Finalement je remercie le président Max Hänsli et tous les membres du comité pour l'excellente collaboration que nous avons eue ensemble ces deux dernières années. Je les remercie plus particulièrement pour l'amitié qu'ils m'ont offerte  spontanément et je leur suis très reconnaissant d'avoir proposé unanimement ma candidature pour la succession au poste de président. Merci encore et très sincèrement à tous les délégués pour la confiance qu'à travers eux leurs fédérations m'ont accordée lors du vote qui vient d'intervenir.  Je suis convaincu qu'ensemble avec l'équipe à laquelle vous venez de renouveler votre confiance, sans oublier le nouveau venu, Rolf Leuenberger, nous ferons un bon travail et mettrons sur rail les réformes qui s'imposent dans le respect des statuts et des traditions qui sont les nôtres et auxquels nous sommes liés.

Zum Schluss möchte ich mich ausdrücklich bei Max Hänsli und dem ganzen Komitee bedanken für  die ausgezeichnete Zusammenarbeit die wir während den vergangenen 2 Jahren hatten und wo ich sehr freundschaftlich aufgenommen  wurde. Von Euch allen als der zukünftige Präsident vorgeschlagen zu werden, erfüllt mich mit Stolz. Danke für alles. Danke vor allen Dingen Euch allen Delegierten als Vertreter Eurer Verbände für das überwältigende Ergebnis bei der Abstimmung. Ich bin fest überzeugt dass, zusammen mit der Mannschaft die nun neu bestimmt wurde, sowie auch mit dem Neuzugang Rolf Leuenberger, wir in der Lage sein werden gute Arbeit zu leisten und die UNICA in den kommenden Jahren auf die richtige Schiene zu setzen und so für die Zukunft zu rüsten, dies im Rahmen und in vollem Respekt der Satzungen und Traditionen denen wir verpflichtet sind.

Dear delegates and friends, you are now somewhat more familiar with my philosophy and my views. The goals will thus be:

• first, in cooperation with the federations, to explore the ways and means to open up the UNICA events to both non-professional film makers and to young professionals, both having a right to produce films labelled independent production, lay this down in our Statutes, though still excluding commercial filmmaking, i.e. film makers making a living out of their activity;
  
  
• and second, parallel to the above, to re-examine the way the Committee works and operate and pave the way to identify the needs of the federations, clubs and all the filmmakers, and then be in a better position to meet their expectations. One of the logical consequences concerning the Committee will probably be a tendency to reduce the number of posts with specific assignments.

Voilà chers délégués et amis, vous connaissez maintenant ma conception et mon credo. Il s'agira donc :

• en 1er lieu de rechercher ensemble, avec les fédérations, les voies et moyens d'ouvrir la porte de nos manifestations aux amateurs comme aux jeunes professionnels, les deux étant admis à porter le label cinéma d'auteur, inscrit dans nos statuts, à l'exclusion bien entendu du film commercial, celui-ci regroupant les cinéastes salariés ou autrement rémunérés ;
  
• en 2e  lieu et en même temps, de revoir notre propre organisation au sein du comité pour la préparer à mieux cerner les besoins des fédérations, des clubs et de tous les cinéastes et à mieux répondre à leurs attentes, le but à atteindre étant encore celui de tendre vers une diminution des postes à attributions particulières.

So liebe Freunde, Ihr kennt jetzt meine Einstellung und mein Credo. Es wird also heißen:

• neue Wege und Mittel suchen die uns erlauben sollen die Türe zu unseren Veranstaltungen für Amateure und Jungprofis gleichermaßen zu öffnen  Beide sind in der Tat berechtigt das Label Autorenfilm dem wir uns statutarisch verschrieben haben, zu beanspruchen, unter Ausschluss derjenigen die ausschließlich und in irgendeiner Form ihren Lebensunterhalt durch den Film bestreiten;
  
  
• gleichzeitig unsere eigene Organisation innerhalb des Komitees zu überarbeiten auf dass wir besser aufgestellt sein mögen die Bedürfnisse der Verbände und deren Vereine zu erfassen und schlussendlich ihren Erwartungen gerecht zu werden. Dieses Ziel wird voraussichtlich und folgerichtig auch einhergehen mit einer Reduzierung der Posten im Umfeld des Komitees.

It will be up to all persons attending this meeting to contribute as best he/she can according to competences so that the UNICA anthem can be played at full blast to pay homage to our organization and pay tribute to all those who have the privilege to serve it at whatever level of competence, and to the glory of all those who, with their film production, will be willing to join us under its banner.

Il appartiendra à tout un chacun présent dans cette salle d'apporter sa contribution personnelle au mieux de ses compétences afin que longtemps encore la fanfare UNICA puisse résonner à pleine puissance pour la fierté de notre organisation et de toutes celles et tous ceux qui ont l'honneur de la servir à quelque échelon que ce soit et à la gloire de toutes celles et de tous ceux qui, avec leurs productions, voudront à l'avenir se placer sous sa bannière.

Es gilt nun dass jeder einzelne hier im Saale Anwesender seinen Beitrag leistet entsprechend seiner Kompetenzen auf einem gesonderten Gebiet damit auch in vielen Jahren die UNICA Fanfare in den schönsten Klängen ertönen kann, dies zum Stolz unserer Organisation und aller die die Ehre haben ihr auf irgendeiner Ebene zu dienen und zum höheren Glanz aller die mit ihren Werken auch  in Zukunft sich unter ihrer Flagge versammeln wollen.
