Dear federations, Ladies and gentlemen, dear friends

Even though we have every year similar causes of concern that the Committee has to consider and examine, there are also some events which boost up morale and encourage us to persevere on the path we are engaged on.

One of these good reasons is obviously the fact that we have established again direct contact with IFTC (UNESCO) via Mr. Robert Kalman, the Secretary-General of IFTC. Mr. Kalman and his lovely wife attended the UNICA-Congress in Lappeenranta and we had many opportunities to talk about issues in relation to film-making and investigate ways to strengthen ties to IFTC and ensure that the relationships are profitable to all partners.

There is no doubt that Mr. Kalmann is a competent and open-minded partner to interface between IFTC and ourselves. and we can trust that the connection will be beneficial for the two parties.

As could be expected, the 1999 Congress – organised in Lappeenranta, Finland – has been a great success. Our host Tula Turtia had spared no effort to meet all requests submitted by the participants and the "Cavallieri" (a kind of Champagne), true to repeated promises, "flowed lavishly".  

However, something is still unclear to me: why was it served so lukewarm ? Was it due to the location – so far to the North of Europe and the Polar Circle ? Whatever the reason may be, many thanks for the effort and the initiative to please participants.

Chères fédérations, Mesdames et Messieurs, cher(e)s ami(e)s cinéastes,

Bien que, chaque année, nous avons des préoccupations qui se ressemblent à examiner dans le cadre du comité de l'UNICA, il se produit aussi des événements qui me redonnent courage pour poursuivre sur le chemin que nous avons déjà parcouru.

L'un de ces points a été sans conteste le fait que nous ayons renoué un contact direct avec le CICT (UNESCO) et ceci par le biais de Monsieur Robert Kalman, Secrétaire général du CICT. M. Kalman a participé au Congrès de l'UNICA à Lappeenranta en compagnie de sa charmante épouse et nous avons eu amplement l'occasion de nous entretenir sur les problèmes en relation avec le cinéma et aussi de préciser notre position par rapport au CICT et sur ce qu'il convient de faire afin que ce lien soit profitable pour tous les partenaires.

Je crois que nous avons avec M. Kalmann un interlocuteur intéressé et compétent pour représenter le CICT. Nous sommes convaincus du fait que ce contact s'avérera très positif pour les deux parties.

Sehr geehrte Landesverbände, Meine Damen und Herren, liebe Filmfreunde,

Wenn es auch jedes Jahr ähnliche Sorgen sind, die wir im UNICA-Komitee zu bewältigen haben, so gibt es doch immer wieder auch Ereignisse, die mir Mut geben, weiter auf dem angefangenen Wege zu gehen.

Einer dieser Punkte ist zweifellos die Tatsache, dass wir wieder einen direkten Weg zur CICT (UNESCO) gefunden haben und zwar über Herrn Robert Kalman, Generalsekretär der CICT. Hr. Kalman nahm, mit seiner charmanten Gattin, am UNICA-Kongress in Lappeenranta teil, und wir hatten ausgiebig Gelegenheit, uns über Probleme des Films zu unterhalten,aber auch dazu, wie wir uns zur CICT stellen und was getan werden kann, dass diese Verbindung für alle Partner interessant ist.

Ich glaube, wir haben mit Hr. Kalmann einen interessanten und kompetenten Sprecher der CICT kennen gelernt. Es ist zu hoffen, dass diese Verbindung für beide Teile positiv sein wird.

Natürlich war auch dieses Jahr die UNICA, die in Lappeenranta (Finnland) durchgeführt wurde, ein grosses Ereignis. Tula Turtia, als Gastgeberin, bemühte sich, den verschiedenen Wünschen der Teilnehmer gerecht zu werden und der schon lange zuvor angekündigte Cavallieri (Champus) „floss in grossen Mengen".  

Eines ist mir nur nicht klar, warum er immer so warm war ?.....macht dies der kalte Norden aus, der ja vor der Haustüre liegt? So oder so, herzlichen Dank für alle Bemühungen die geleistet wurden.

I already had the opportunity in last year's report to raise the problem of films bordering or breaking the limits of non-professional film-making. We could all observe that an increasing number of the films presented are produced in film schools.  

The Committee tried to find a solution to this problem and the corresponding proposal was submitted to the 1999 UNICA General Assembly and adopted in a majority vote.  

Consequently, in the future, we will have two lists of awards: next to the traditional list of films and videos, such films stemming from film schools will be evaluated in a separate category though still considered as entries in the regular national program. In other words, the procedure will be similar to that established for the "Jeunesse" films (films produced by young film-makers) which has been established with success.  

The new procedure does not entail any change in the regulations of the Competition.

Just one year ago, on the occasion of the 99 GA, three new national federations/ representatives ware taken up as new members, provided, however, that they pay the membership fees before the end of the year. Unfortunately, this condition was fulfilled only by the Principality of Liechtenstein and Chad. The other country, due to its failure to meet this requirement (paying the annual membership fees), has to be crossed out of the membership list. What a pity ! but we are aware that this requirement – payment of membership fees – can be considered as the best way to make sure that there is indeed a strong interest and motivation in the country in being a member of UNICA. We did our best to stay in touch with this country, hoping that the situation there would improve and the application for membership can be renewed.

Dans mon rapport de l'année dernière, j'avais évoqué le problème des films qui passent la frontière du film amateur. Ce qui renvoie au nombre grandissant des films provenant des écoles de cinéma.  

Le Comité s'est efforcé de trouver une solution qui a alors été soumise à l'Assemblée générale de l'UNICA 99 et adopté à la majorité.  

A l'avenir, il y aura deux palmarès; à côté des films et vidéos selon l'ancien système, les films provenant d'écoles de cinéma seront évalués dans une catégorie à part tout en continuant à faire partie du programme national. La procédure sera identique à celle que nous avons mis en place – avec succès – pour les films "Jeunesse" car c'est un système qui a maintenant fait ses preuves.  

Il n'est pas nécessaire de procéder à une modification du règlement.

Il y a un an, lors de l'AG 99 , trois nouveaux pays ont été accueillis comme membres, sous réserve de les voir verser leur cotisation avant la fin de l'année. Seule la Principauté du Liechtenstein et Tchad ont respecté cette obligation. Sur la base de cette condition de versement de la cotisation annuelle, l'autre pays doit malheureusement être radiés de la liste des membres. C'est dommage, mais je crois que cette exigence de paiement de la cotisation est le seul moyen qui nous indique que le pays a un réel intérêt dans l'appartenance à l'UNICA. Nous essayons cependant de maintenir le contact avec ce pays, dans l'espoir que la situation s'y améliorera et rendra possible son retour parmi nous.

Im Bericht des Vorjahres streifte ich die Problematik über die Filme, die die Grenze des Amateurfilmes durchbrechen. Dabei wurde hauptsächlich die immer grösser werdende Zahl von Filmen aus Film-Schulen angesprochen.

Das Komitee bemühte sich eine Lösung dafür zu finden, die dann auch an der Generalversammlung der UNICA 99 vorgelegt und mit Mehrheit angenommen wurde.

Künftig soll es nun zwei Ranglisten geben. Neben den bisherigen Filmen/Videos sollen die Filme, die aus Film-Schulen kommen in einer separaten Kategorie bewertet werden, wobei diese aber zum ordentlichen Länderprogramm zu zählen sind. Es ist dies das gleiche Vorgehen, wie wir es - mit Erfolg - bei den Filmen der Jeunesse angewandt haben, ein System, das sich nun wirklich bewährt hat.

Eine Aenderung des Wettbewerbs-Reglementes bedarf es nicht.

Vor einem Jahr, an der GV 99 wurden drei Länder als Neumitglieder aufgenommen unter dem Vorbehalt, dass der Jahresbeitrag bis zum Jahresende bezahlt wird. Dieser Forderung sind leider nur das Fürstentum Liechtenstein und der Tschad nachgekommen. Auf Grund der Bedingung der Zahlung des Jahresbeitrages, musste das andere Land aus der Mitgliederliste gestrichen werden. Schade, doch ich glaube, dass die Forderung zur Zahlung des Jahresbeitrages das einzige Mittel ist, das uns anzeigen kann, wie gross das Interesse eines Landes an einem Mitgliedschaft in der UNICA ist. Wir versuchen trotzdem Kontakt zu diesem Land zu halten in der Hoffnung, dass sich die Situation dort verbessert und eine Wiederaufnahme möglich ist.

The awarding of patronage to international film and video festivals turned out as very positive. Mrs. Verlinden – who is in charge of this division in the Committee will provide details about this in her own report.

In former years, we were sometimes worried about finding federations prepared to stage and host the UNICA-Congress, but now we are very pleased to confirm that all open slots have been filled by applicants up to 2004 ! My pleasure when announcing this is all the greater as the countries which are to take on the burden of organising the Congress are "new" : Luxembourg and Estonia. We look forward to going there.

This General Meeting corresponds to the end of a term for committee members. Looking back on the work done in the past three years shows many positive things and I am take this opportunity to express my utmost gratitude to my colleagues in the UNICA Committee for their effort, hoping that these tasks were not only chores but provided some fun and satisfaction too.

The Committee members are  all -but one- candidates for re-election and call for the votes of the delegates to the General meeting. But we know from experience that national federations take the opportunity of an election to introduce other nominees whose names are entered into the list.

L'octroi des patronages à des festivals internationaux de cinéma s'est bien développé. Madame Verlinden, qui s'occupe de ce service au sein du Comité, nous en dira plus dans son rapport.

Alors que, il y a quelques années, il y avait des difficultés à trouver des organisateurs pour les futurs Congrès de l'UNICA, nous avons le plaisir de constater aujourd'hui que tous les congrès ont été attribués jusque 2004 ! Je m'en réjouis d'autant plus qu'il s'agit aussi de pays "nouveaux" – comme le Luxembourg et l'Estonie – qui prennent sur eux la charge d'une telle organisation. Nous serons heureux d'aller y participer.

Cette Assemblée générale marque à nouveau la fin du mandat de tous les membres du Comité. Un regard en arrière sur les trois années passées qu'il y a eu beaucoup de positif de fait et je voudrais profiter de cette occasion pour remercier tous mes collègues du Comité de l'UNICA pour les remercier de leur travail, en espérant que, à côté du travail, ils ont aussi connu des bons moments.

Le Comité entier -sauf une- se présente à la réélection dans sa totalité devant l'Assemblée générale. Cependant, dans la pratique, on sait que les fédérations nationales présentent des personnes dont le nom est ajouté à la liste des candidats.

Sehr positiv aber hat sich die Vergabe von Patronaten an internationalen Filmfestivals entwickelt. Frau Verlinden, die im Komitee diese Sparte betreut wird in ihrem Bericht darüber mehr erläutern.

Wenn es vor Jahren noch immer wieder Probleme gab, Organisatoren für künftige UNICA-Kongresse zu finden, so freuen wir uns heute feststellen zu dürfen, dass bis ins Jahr 2004 eigentlich schon alles vergeben ist ! Es freut mich dazu besonders, dass es auch wieder „neue" Ländern sind, die die Last einer Organisation auf sich nehmen wie Luxemburg und Estland. Wir freuen uns heute schon darauf.

Mit der heutigen Generalversammlung geht auch wieder eine Amtszeit für alle Komitee-Mitglieder zu Ende. Ein Rückblick auf die letzten 3 Jahre zeigt viel Positives in der geleisteten Arbeit und ich möchte die Gelegenheit benutzen, allen meinen Kolleginnen und Kollegen im UNICA-Komitee für ihre Arbeit zu danken in der Hoffnung, dass neben der Arbeit doch auch etwas Freude und Spass geblieben ist.

Das ganze Komitee -ausser eine Person- stellt sich an der diesjährigen Generalversammlung vollständig zur Wiederwahl zur Verfügung. Doch die Praxis zeigt immer wieder, dass seitens der Landesverbände neue Nominationen angemeldet werden, die auf die Wahlliste genommen werden.

Should I have the honour of being re-elected as the president of UNICA, I am looking forward to contributing – with the assistance of former and/or new members – to the history of UNICA in the next three years.

My thanks also go to you, Ladies and gentlemen delegated by your federations, for the spirit of co-operation displayed in the past 3 years. I would like to thank you in particular for the suggestions and criticism that you sent me, as it is only if one accepts censure and is prepared to acknowledge that other people can also be right that one will be successful in the long run.

Si je devais avoir l'honneur d'être réélu comme président de l'UNICA, je serais heureux de continuer à conduire le destin de l'UNICA, en collaboration avec le Comité 'ancien / nouveau' ou le Comité renouvelé pendant les trois années à venir.

Et vous, Mesdames et Messieurs, je voudrais aussi vous remercier pour l'excellente coopération ces trois dernières années. Je vous suis avant tout reconnaissant pour les suggestions et les critiques que vous m'avez fait parvenir car ce n'est que si l'on est prêt à se faire corriger et à reconnaître que les autres aussi peuvent avoir raison que, avec le temps, on réussit.

Wenn ich die Ehre haben sollte, wieder als UNICA-Präsident gewählt würde, so freue ich mich, mit dem alten-neuen, oder dem erneuerten Komitee, die Geschicke der UNICA für die nächsten 3 Jahre zu leiten.

Ihnen aber, meine sehr geehrten Damen und Herren in den Landesverbänden, möchte ich, für die angenehme Zusammenarbeit in den letzten 3 Jahren, danken. Vor allem aber für die Anregungen und die Kritiken die zu mir gekommen sind bin ich Ihnen dankbar, denn nur wer sich belehren lässt und einsieht, dass auch andere Recht haben könnten, wird auf lange Zeit Erfolg haben.
