Report on the activities of CICT/IFTC

On the occasion of the UNICA General Assembly in Zillertal in 1998, I told you that the activities of IFTC had been resumed in a very promising manner. We are very pleased to announce that these expectations have been confirmed.

On the occasion of its General Assembly on 28 January last, IFTC submitted a report for the past year while several UNESCO personalities attended the convention: M. Michael MILLWARD, the head of the Division for NGOs (non governmental organisations) and Foundations at the Office for External Relations, M. Georges POUSSIN, in charge of the department for cinema in the Division for Culture and M. Gérard de PUYMEGE, the director for programs at the European Agency for Culture and the person in charge of the Mediterranean Programme depending on the Office of the Director-General.

The General Assembly was chaired by Jean ROUCH who had just announced that he had no intention of running for another mandate. He was appointed honorary president of IFTC with a round of applause. UNICA joined IFTC for an expression of gratitude to Jean ROUCH for his action as the president of the Council. The members of UNICA had had the pleasure of meeting Jean ROUCH on the occasion of the 1995 General Assembly. This venue for this Meeting was exceptionally not the Congress City, but rather the Palace of UNESCO in Paris; the session had been opened by President ROUCH himself.

Rapport sur l'activité du CICT (UNESCO)

Lors de l'assemblée générale de l'UNICA de Zillertal, en 1998, je vous annonçais une reprise prometteuse de l'activité du CICT. Celle-ci s'est confirmée et nous ne pouvons que nous en réjouir.

A l'occasion de son assemblée générale, le 28 janvier dernier, le CICT a présenté le bilan de l'année écoulée, en présence de plusieurs hauts responsables de l'UNESCO : M. Michael MILLWARD, chef de section des ONG (organisations non gouvernementales) et des fondations au bureau des relations extérieures, M. Georges POUSSIN, responsable du programme cinéma au sein du secteur de la culture et M. Gérard de PUYMEGE, directeur des programmes Agence Européenne pour la Culture et responsable du programme Méditerranée auprès du cabinet du directeur général.

L'assemblée était présidée par Jean ROUCH qui avait annoncé sa décision de ne pas solliciter un nouveau mandat ; il a été nommé par acclamation président d'honneur du CICT. L'UNICA s'est associée à l'expression de la gratitude des membres du CICT pour son action à la tête du conseil. Les membres de l'UNICA avaient eu le plaisir de rencontrer Jean ROUCH lors de l'assemblée générale du congrès 1995 de Bourges (France) : Cette assemblée générale s'était exceptionnellement déroulée hors de la ville du congrès, au palais de l'UNESCO à Paris, et avait été ouverte par le président ROUCH.

Bericht über die aktivitäten des CICT/IFTC

Bei der Generalversammlung der UNICA im Zillertal im J. 1998 hatte ich ein vielversprechendes Wiederbelebung der Aktivitäten des CICT angekündigt. Diese hat stattgefunden und wir können uns darüber freuen.

Zum Anlass der Generalversammlung des CICT am 28. Jan. dieses Jahres wurde die Bilanz des vergangenen Jahres in Anwesenheit von mehreren hohen Persönlichkeiten der UNESCO, insbesondere von Herrn Michael MILLWARD, dem Leiter der Abteilung für die NGOs (nichtstaatlichen Organisationen) und Stiftungen beim Vorstand für die auswürtigen Beziehungen, Herr Georges POUSSIN, dem Verantwortlichen für den Bereich "Filmwesen" bei der Abteilung "Kultur" und Herrn Gerard de PUYMEGE, dem Direktor für die Programme der Europäischen Agentur für die Kultur und verantwortlich für das Programms Mittelmeer im Kabinett des Generaldirektors vorgelegt.

Die Generalversammlung stand unter dem Vorsitz von Jean ROUCH, der eben angekündigt hatte, dass er für eine neue Amtszeit nicht kandidieren würde. Er wurde mit grossem Applaus zum Ehrenpräsident des CICT ernannt. Die UNICA hat sich dem Ausdruck der Dankbarkeit seitens der CICT-Mitglieder angeschlossen. Die UNICA-Mitglieder erinnern sich sicher daran, dass sie die Freude gehabt hatten, Herrn Jean ROUCH bei Gelegenheit der Generalversammlung des Kongresses 1995 in Bourges (FRA) zu treffen. Ausnahmsweise wurde die Generalversammlung ausserhalb der Kongressstadt, zwar in Paris im UNESCO-Palast, abgehalten und die Sitzung wurde von Herrn ROUCH eröffnet.

M. MILLWARD informed the attendants that UNESCO was due to classify IFTC on the occasion of the next meeting of the Executive Council. According to the information received since the General Assembly, we have good reasons to think that IFTC might join the selected club of so-called "umbrella" organisations. Only 16 such NGOs enjoy this privileged associate status out of the 220 international member NGOs and can therefore entertain closer formal relations with UNESCO. To be recognised as worthy of this status, IFTC hat to provide evidence that it indeed fulfils this role of umbrella organisation and can be considered as a first-rate channel to gain access to UNESCO as it is a widely accepted representative of the world of professional and the advice provided to UNESCO on issues in its scope of competence is meaningful with due consideration for the number, variety and cultural diversity of its members.

Mr POUSSIN voiced the satisfaction of the Division for Culture about the close co-operation that had developed with IFTC during 1998. He gave congratulations to IFTC for having taken steps with a view to help member states set up strategies for a development of film activities and underlined the high quality of the events that he was given to attend : the Junior Ciak Prize in Treviso (film for and by the youth), Image / Science Festival in Paris (CNRS), African Film Festival at UNESCO, Festival organised in Cottbus by FICC (International Federation of Cine-Clubs). Mr. POUSSIN also referred to the Festival of Mediterranean Film in Figueira (POR) and the Symposium under preparation in the framework of Fespaco (Panafrican Festival of Film and Television in Ouagadougou (BF)) to be devoted to the issue of film distribution channels n Africa. Finally, they expressed satisfaction with the information that IFTC had taken the initiative of inviting all members for a meeting in the afternoon after the General Assembly; the meeting was to be chaired by Mrs MILAGROS del CORRAL, the manager of the Creativity, Culture Engineering and Copyright Division at UNESCO.

M. MILLWARD a informé l'assemblée que l'UNESCO procéderait au classement définitif du CICT lors du prochain conseil exécutif au mois de mai. Les informations reçues depuis l'assemble générale laissent à penser que le CICT pourrait rejoindre le groupe restreint des ONG dites qui bénéficient de relations formelles d'association avec l'UNESCO (actuellement, 16 ONG seulement ont ce statut, sur plus de 220 ONG internationales). Le CICT devait, pour obtenir ce classement, démontrer qu'il remplit bien son rôle faîtier, c'est à dire qu'il sert de canal d'accès privilgié à l'UNESCO, qu'il représente la communauté professionnelle et que les avis qu'il fournit à l'UNESCO sur les questions relevant de sa compétence sont représntatifs, compte tenu du nombre, de la qualité et de la diversité géo-culturelle de ses membres.

M. POUSSIN a exprimé la satisfaction du secteur de la culture sur l'étroite collaboration entretenue avec le CICT durant l'année 1998. Il a félicité le CICT d'avoir pris des mesures pour aider les états membres à se doter de stratégies de développement du cinéma et a souligné la qualité des manifestations auxquelles il a participé : prix Ciak Junior à Trévise (cinéma pour et par les enfants), rencontres image et science à Paris (CNRS), festival du film africain à l'UNESCO, festival de Cottbus de la FICC (fédération internationale des ciné-clubs). M. POUSSIN a également évoqué les rencontres du cinéma méditerranéen à Figueira (Portugal), ainsi que le colloque qui se drouélera dans le cadre du Fespaco (festival pan africain du cinéma et de la télévision de Ouagadougou) et dont le thème portera sur les circuits de distribution du cinéma en Afrique. Il a enfin salué l'initiative du CICT qui organise l'après midi même de l'assemblée générale 1999 une réunion de ses membres avec Mme MILAGROS DEL CORRAL, directrice de la division de la créativité, des industries culturelles et du droit d'auteur à l'UNESCO.

Herr MILLWARD hat die Generalversammlung informiert, dass die UNESCO den Status des CICT definitiv bei der nächsten Sitzung des Exekutivrates bestätigen würde. Die seit der Generalversammlung eingegangenen Informationen deuten auf eine Klassifizierung des CICT als eine der wenigen "Dachorganisationen". Nur 16 nichtstaatlichen Organisationen haben diesen Status unter den 220 internationalen NGOs und nur solche Institutionen gelten formell bei der UNESCO assoziiert. Um diesen Status zu erhalten, musste der CICT beweisen, dass er tatsächlich die Rolle einer Dachorganisation ausfüllt, dass heisst, dass er privilegierten Zugang zur UNESCO hat, die fachliche Gemeinschaft am besten vertritt und die Empfehlungen, die er der UNESCO über Fragen in seinem Zustündigkeitsbereich Bereich macht, im Bezug auf Anzahl, Vielfalt und kulturelle Eigenschaften ihrer Mitglieder gibt.

Herr POUSSIN hat die Freude der Abteilung "Kultur" über die enge Zusammenarbeit zwischen dieser Abteilung und dem CICT im Lauf des Jahres 1998 zum Ausdruck gebracht und sich beim CICT für die Massnahmen bedankt, die getroffen wurden, um Strategien zur Förderung des Films zu erfinden; er unterstrich auch die hohe Qualität der Veranstaltungen, denen er beigewohnt hatte: dem Ciak Junior Preis in Treviso (Film für und von der Jugend), Begegnungen von Bild- und Wissentschaft in Paris (Französisches Zentralinstitut für wissenschaftliche Forschung), Festival des afrikanischen Films bei der UNESCO (Festival des FICC (Internationaler Verband der Filmklubs) in Cottbus. Herr POUSSIN hat auch die Begegnungen der mediterranen Films in Figueira (POR) erwöhnt und auch das Kolloquium, das im Rahmen des Fespaco (Panafrikanisches Film- und Fernsehfestival in Ouagadougou (BF)) mit den Vertriebswegen des Films in Afrika als Hauptthema veranstaltet wird. Schliesslich hat er die Initiative des CICT begrüsst, der am selben Nachmittag nach der Generalversammlung eine Mitgliederversammlung unter Vorsitz von Frau MILAGROS Del CORRAL, der Direktorin der Abteilung Kreativität; Kulturelles Gewerbe und Urheberrechte bei der UNESCO organisiert hatte.

The report submitted by the 4-member directorate set up on the occasion of the General Assembly held on Jan. 27, 1998 was approved. The Directorate had met on six occasions in the course of the year. Among the subjects submitted to a discussion, we can mention :

• re-defining of the objectives and position of IFTC among the set of NGOs developing their action in the realm of audio-visual media and in relation to UNESCO;
• re-structuring of the Secretarial Office of IFTC;
• re-organising the financing system of IFTC;
• implementing a programme for a better management and circulation of information on the basis of the latest information technologies;
• starting a debate for a revision of the Statutes of IFTC;
• reinforcing the system for consultancy and bilateral meetings with UNESCO and its various Divisions;
• examining the programme for UNESCO/ NGO co-operation;
• giving a new impetus to operational activities, including the development of the Web site, the organisation of the 15th International Symposium on Scientific Audiovisuals, preparations for the celebration of the 40th Anniversary of IFTC, initiatives for the NGO Conference, etc.

Le rapport moral du directoire de quatre personnes mis en place lors de l'assembleé générale du 27 janvier 1998 a été approuvé. Le directoire s'est réuni à six reprises dans l'année. Parmi ses principaux thèmes de travail, soulignons :

• la redfinitiéon des objectifs et de la place du CICT dans la communauté des ONG spécialisées dans les médias audiovisuelles et par rapport à l'UNESCO,
• la restructuration du secrétariat du CICT,
• la réorganisation des finances du CICT,
• la mise en oeuvre d'un plan de gestion et de circulation de l'information à l'appui des nouvelles technologies de l'nformation,
• la mise en chantier d'une révision des statuts du CICT,
• l'intensification des consultations et rencontres bilatérales avec les divisions de l'UNESCO,
• l'examen du programme de participation UNESCO/ONG,
• la relance d'activités opérationnelles : site web, 15èmes rencontres internationales de l'audiovisuel scientifique, célébration du 40ème anniversaire du CICT, conférence des ONG.

Der Bericht des 4-köpfigen Direktorium bei der Generalversammlung des 27. Jan. 1998 wurde genehmigt. Das Direktorium hatte sich 6 Mal im Lauf des Jahres getroffen. Unter den vielen Arbeitsthemen kann man folgende erwähnen :

• die Neubestimmung der Ziele und der Stelle des CICT in der Gemeinschaft der nichtstaatlichen Organisationen, die im Bereich der audiovisuellen Medien und im Verhältnis zur UNESCO spezialisiert sind;
• die Neustrukturierung des Sekretariats des CICT;
• die Neuorganisation der Finanzen des CICT
• die Durchführung eines Plan für gesunde Verwaltungspraxis und verbesserten Informationsumlauf mit Hilfe der neuen Informationstechnologien;
• eine Initiative, um die Statuten des CICT zu revidieren und aktualisieren;
• die Intensivierung der gegenseitigen Beratungen und Begegnungen mit den verschiedenen Abteilungen der UNESCO;
• die Untersuchung des UNESCO-NGO-Beteiligungsprogramms
• das Wiederbeleben von Initiativen für die Förderung des Ansehens vom CICT : Internet-Site, 15te Internationale Begegnungen der audiovisuellen Wissenschaft, Veranstaltungen zum Anlass des 40ten Jubiläums des CICT, NGO-Konferenz;

The report of Robert KALMAN, the Secretary General - who is expected to honour us with a visit in Lappeenranta - elaborated on the above report and provided several illustrations of the sense to be given to the action of IFTC. In his final words, he emphasised the fact that IFTC enjoyed again the confidence of UNESCO and its individual members. Being granted the status of an umbrella organisation will be a confirmation of the idea that IFTC is indeed in a position to offer to UNESCO competent and valuable advice as much as real professionals (in the broad sense of the term  : UNICA, though being an association of non-professionals, has a place in this circle due to its representative character of its members and their image) in all fields related to cinema, television and audio-visual communication.

The financial report underscored the confidence that IFTC enjoys with its members and this is confirmed by the payment of membership fees.

The Activity Programme for 1999 can be viewed as a continuation of the dynamic policy initiated in 1998 and the mandate granted to the Directorate was extended for another 2 years. The four vice-presidents will be in charge of the office each for a six-month term.

Le rapport du secrétaire général - qui devrait honorer de sa présence notre congrès de Lappeenranta - a complété le rapport moral et remarquablement illustré le sens donné aux actions du CICT. Dans sa conclusion, Robert KALMAN a insisté sur le retour de confiance vis-à-vis du CICT manifesté par l'UNESCO comme par ses propres membres. Le classement du CICT parmi les ONG faîtières viendra consacrer la reconnaissance du fait que le CICT est effectivement capable d'offrir à l'UNESCO le conseil et la compsétence de vséritables professionnels (au sens large, une association de non-professionnels comme l'UNICA ayant toute sa place compte tenu de sa reprsésentativitsé et de sa notorisétsé) dans les domaines touchant au cinséma, à la télsévision et à la communication audiovisuelle.

Le rapport financier a mis en exergue la confiance des membres attestsée par le nombre de cotisants.

Le programme d'activitsés pour 1999 s'inscrit dans la continuitsé de la dynamique engagée en 1998 et le mandat du directoire a été renouvelé pour une période de deux ans. Les quatre vice-présidents qui le composent assureront à tour de rôle, chacun pendant six mois, l'animation de ce directoire.

Der Bericht des Generalsekretärs, der als Ergänzung zum Bericht des Generalsekretärs unterbreitet wurde, hob deutlich die Bedeutung hervor, die den Aktivitäten des CICT in die Zukunft gegeben wird. In seinem Schlusswort unterstrich Herr Robert KALMAN (der Generalsekretär, der beabsichtigt, den Kongress in Lappeenranta mit einem Besuch zu beehren) die Tatsache, dass der CICT wieder das volle Vertrauen der UNESCO und all ihrer Mitglieder geniesst. Die Einstufung des CICT als "Dachorganisation" ist ein eindeutiger Beweis dafür, dass er in der Lage ist, der UNESCO fachlichen Rat zu bieten, die dem Beitrag von Fachleuten gleichzustellen ist : die UNICA ist ein Verband von Nicht-Professionellen, der sich doch diesen Rang durch seine hohe Kompetenz und guten Ruf in allen Bereichen des Film- und Fernsehwesens und des Audiovisuellen errungen hat.

Der finanzielle Bericht hat das Vertrauen der Mitglieder hervorgehoben und dies wird von den der hohen Anzahl der Beiträge bestätigt

Das Programm der Aktivitäten für 1999 wurde in der Leitlinie der Impulse aufgestellt, die 1998 schon gegeben wurden und die Amtszeit des Direktoriums wurde für 2 Jahre erneuert. Die vier Vize-Präsidenten, aus denen sich das Direktorium zusammensetzt werden reihum die Verantwortung der Verwaltung jeweils für 6 Monate übernehmen.

Two new organisations gained admission into IFTC as members, under reservation of approval by the Directorate after examining their petition and Statutes. These are "IL CENACOLO" (from Rome, IT) the organiser of an African Film Festival and "Vidéo Danse" whose purpose is to promote audio-visual production devoted to ballet dancing. The latter organisation - which is also a member of the International Council for Music - holds a library with over 1,500 works in video.

It should also be noted that an "IFTC Prize" - called "UNESCO Fellini Medal" has been created and was awarded for the first time on the occasion of the Ciak Junior Festival in 1998. UNICA greeted this initiative and expressed an interest in being associated to it. This request has been met and the prize will be part of the list of awards in Lappeenranta in 1999. The distinction will be awarded to a film enhancing the ethical values of UNESCO, promoting a culture of peace, tolerance and non-violence.

It can therefore be observed that the strengthening of relations between IFTC and its members also contributes to an ever closer co-operation between IFTC and UNESCO.

IN conclusion, we recommend the General Assembly to approve of the new guidelines of IFTC policy and give full support to the corresponding actions and programmes to be launched in the near future.

Deux nouveaux membres ont été admis au sein du CICT, sous réserve de l'approbation par le directoire après examen des dossiers de candidature. Il s'agit de (de Rome), organisatrice d'un festival du cinéma africain, et de dont le but est de favoriser la production audiovisuelle consacrée au ballet. Cette dernière, qui est également membre du Conseil International de la Musique, représente un fonds de plus de 1500 réalisations vidéo.

A noter également la création d'un prix du CICT, la de l'UNESCO, décerné pour la première fois lors du festival Ciak Junior en 1998. L'UNICA a salué cette initiative et manifesté son intérêt pour y être associée. Ce sera chose faite dès 1999 puisque ce prix sera intégré dans le palmarès de Lappeenranta ; il récompensera une øuvre illustrant les valeurs éthiques de l'UNESCO, contribuant à la construction d'une culture de paix, de tolérance et de non violence.

Ainsi, les liens entre le CICT et ses membres se renforcent-ils, en même temps que s'intensifie la collaboration du CICT avec l'UNESCO.

En conclusion, nous proposons à l'assembleé générale d'apporter son soutien sans réserve aux orientations d'finies par le CICT et aux actions qu'il a engagées.

Zwei neue Mitglieder wurden in den Kreis des CICT vorbehaltlich der Genehmigung des Direktoriums und der Prüfung der jeweiligen Bewerbungssunterlagen aufgenommen. es handelt sich um (aus Rom) der Veranstalter des Festivals des afrikanischen Films und , der die Förderung des audiovisuellen Produktion über Ballettanzen als Hauptzweck hat. Letzterer ist auch Mitglied des Internationalen Rats für Musik und verfügt über einen Fonds mit über 1500 Videos.

Man sollte sich auch merken, dass ein "CICT-Preis" - die sog. "UNESCO-Fellini-Medaille" - geschaffen wurde; er wurde zum ersten Mal beim Festival "Ciak Junior" 1990 verliehen. Die UNICA hat diese Initiative begrüsst und ihr Interesse zum Ausdruck gebracht, sich an der Initiative zu beteiligen. Dies wird schon 1999 durchgeführt, da der Preis in das Ergebnisliste des Wettbewerbs in Lappeenranta aufgenommen wird; er wird einem Werk vergeben, der die ethischen Werte der UNESCO hervorhebt und zur Förderung der Idee des Friedens, der Toleranz und Gewaltlosigkeit beiträgt.

Man sieht also deutlich, dass mit der Stärkung der Bande zwischen dem CICT und seinen Mitgliedern gleichzeitig die Zusammenarbeit zwischen dem CICT und der UNESCO intensiviert wird.

Zum Schluss empfehlen wir der Generalversammlung, den neuen Leitlinien der CICT-Politik und den entsprechenden Aktionen und Konzepten ihre uneingeschränkte Unterstützung zu gewähren.
