Proposal submitted to the General Meeting - UNICA 1998 in Zillertal

Ladies and gentlemen

In November 1997 we sent a draft proposal with a proposal for the distribution of the costs for the young authors participating in the UNICA Congresses. You were requested to express an opinion and, if necessary, make counter proposals before 31.03.98. Some federations expressed an agreement whereas some others made proposals for amendment which were examined during the Comittee meeting from 04 to 07.06.1998 in Lappeenranta, Finland.

Following these suggestions, the Committee has modified its proposal and now submits the new proposal to the vote of the 1998 General Meeting in Zillertal with the following wording :

"The sharing of costs for the young authors (max. 2 young authors per country) is set as follows :

• Accommodation (youth hostel, private rooms) will be on the account of the host of the UNICA Congress
• The congress card (env. EUR 175) is paid for one half by the national federation which selected the young author to be sponsored and for the other half by the UNICA Treasury (i.e. about EUR 88 for each party).
•     No cash payment will be made to the young author concerned.
• The participant (young author) will have to pay for his/her own sustenance, when not included in the congress card."

The UNICA Committee holds the opinion that preference should be given to young authors whose film has been selected for the film contest, this being the only way for him/her to compare his/her performance to that of other authors. But this is just a recommendation by the Committee.

The Comittee thanks all federations who responded to the proposal and now requests all federations to give approval to the proposal submitted.

Proposition soumise à l'Assemblée générale - UNICA 1998 à Zillertal

Mesdames et Messieurs

En novembre 1997, nous avons envoyé un projet de proposition avec une proposition de répartition des coûts pour les jeunes auteurs participant aux congrès de l'UNICA. Il vous a été demandé d'exprimer un avis et, le cas échéant, de faire des contre-propositions avant le 31.03.98. Certaines fédérations ont exprimé un accord tandis que d'autres ont fait des propositions d'amendement qui ont été examinées lors de la réunion du Comité du 04 au 07.06.1998 à Lappeenranta, Finlande.

Suite à ces suggestions, la Commission a modifié sa proposition et soumet maintenant la nouvelle proposition au vote de l'Assemblée Générale de 1998 à Zillertal avec le libellé suivant :

"Le partage des coûts pour les jeunes auteurs (max. 2 jeunes auteurs par pays) est fixé comme suit :

• L'hébergement (auberge de jeunesse, chambres privées) sera à la charge de l'hôte du Congrès de l'UNICA.
• La carte du congrès (env. 175 euros) est payée pour moitié par la fédération nationale qui a sélectionné le jeune auteur et pour l'autre moitié par le Trésor de l'UNICA (soit environ 88 euros pour chaque parti).
• Aucun paiement en espèces ne sera versé au jeune auteur concerné.
• Le participant (jeune auteur) devra payer sa propre nourriture, si elle n'est pas incluse dans la carte du congrès."

Le Comité de l'UNICA est d'avis que la préférence devrait être donnée aux jeunes auteurs dont le film a été sélectionné pour le concours, car c'est le seul moyen pour lui de comparer ses performances à celles d'autres auteurs. Mais il ne s'agit là que d'une recommandation du Comité.

Le Comité remercie toutes les fédérations qui ont répondu à la proposition et demande maintenant à toutes les fédérations de donner leur approbation à la proposition soumise.

Antrag an die Generalversammlung - UNICA 1998 im Zillertal

Sehr geehrte Damen und Herren

Im November 1997 haben wir einen Antragsentwurf mit einem Vorschlag für die Verteilung der Kosten für die an den UNICA-Kongressen teilnehmenden jungen Autoren übermittelt. Sie wurden gebeten, sich bis zum 31.03.98 zu äußern und gegebenenfalls Gegenanträge zu stellen. Einige Verbände stimmten zu, während andere Änderungsvorschläge machten, die in der Sitzung des Ausschusses vom 04. bis 07.06.1998 in Lappeenranta, Finnland, geprüft wurden.

Nach diesen Vorschlägen hat der Ausschuss seinen Vorschlag geändert und legt nun den neuen Vorschlag der Generalversammlung 1998 im Zillertal mit folgendem Wortlaut zur Abstimmung vor:

"Die Kostenbeteiligung für die jungen Autoren (max. 2 junge Autoren pro Land) ist wie folgt festgelegt:

• Die Unterbringung (Jugendherberge, Privatzimmer) erfolgt auf Rechnung des Gastgebers des UNICA-Kongresses.
• Die Kongresskarte (ca. 175 EUR) wird je zur Hälfte von dem nationalen Verband, der den zu fördernden jungen Autor ausgewählt hat, und vom UNICA-Finanzministerium bezahlt (ca. 88 EUR pro Partei).
• Eine Barauszahlung an den betreffenden jungen Autor findet nicht statt.
• Der Teilnehmer (junger Autor) muss für seinen eigenen Unterhalt aufkommen, wenn er nicht in der Kongresskarte enthalten ist."

Nach Ansicht des UNICA-Ausschusses sollten junge Autoren bevorzugt werden, deren Film für den Filmwettbewerb ausgewählt wurde, da nur so kann er seine Leistung mit der anderer Autoren vergleichen. Aber das ist nur eine Empfehlung des Ausschusses.

Der Ausschuss dankt allen Verbänden, die auf den Vorschlag reagiert haben, und bittet nun alle Verbände, den eingereichten Vorschlag zu genehmigen.
