1998 Annual report submitted by the President of UNICA

To member federations and all UNICA film friends

The Secretary-General reports in detail about the activities of the Committee, so that there is no need for me to spend precious time on the same subjects and I can be content, in this annual report, with sharing with you my opinion about the work of the Committee.

The Committee in its present-day composition was voted in two years ago and I must confess that I was somewhat worried as many new faces appeared. I can now say that this "rejuvenation of blood" has on the contrary had a very positive impact. New and interesting ideas have been put forward, evidencing new aspects of the issues under debate. And we were very pleased to observe that the new members were rapidly integrated into the structure of the team so that work can be performed in perfect harmony.

Aux fédérations et à tous les amis cinéastes de l'UNICA

Les activités du Comité de l'UNICA sont présentées chaque année dans le détail par le secrétaire général. Raison pour laquelle je peux ne pas m'attarder à développer les mêmes thèmes et, dans ce rapport annuel, vous donner simplement mon avis sur les activités du comité.

Le comité a été élu il y a deux ans dans sa composition actuelle et des visages nouveaux y ont fait leur apparition. Alors que ces grands changements étaient pour moi au début une cause d'inquiétude, je peux vous dire aujourd'hui que ce "renouvellement du sang" a eu des effets tout à fait positifs. Des idées nouvelles et toujours intéressantes ont été apportées, faisant ressortir des aspects nouveaux des problèmes posés. Et nous avons été particulièrement heureux de constater que les nouveaux membres se sont parfaitement intégrés au comité si bien que celui-ci peut travailler aujourd'hui de manière très harmonieuse.

An die Mitgliedsverbände und alle UNICA-Filmfreunde.

Der Generalsekretär berichtet ausführlich über die Aktivitäten der Kommission, so dass es nicht notwendig ist, dass ich wertvolle Zeit mit denselben Themen verbringe, und ich kann mich in diesem Jahresbericht damit begnügen, Ihnen meine Meinung über die Arbeit der Kommission mitzuteilen.

Der Comm in seiner heutigen Zusammensetzung wurde vor zwei Jahren gewählt, und ich muss gestehen, dass ich etwas besorgt war, als viele neue Gesichter erschienen. Ich kann jetzt sagen, dass diese "Verjüngung des Blutes" im Gegenteil sehr positive Auswirkungen hatte. Es wurden neue und interessante Ideen vorgelegt, die neue Aspekte der zur Debatte stehenden Themen aufzeigen. Und wir haben mit großer Freude festgestellt, dass die neuen Mitglieder schnell in die Struktur des Comm integriert wurden, so dass die Arbeit in perfekter Harmonie ausgeführt werden kann.

Most unpleasant this year was the fact that we had to make the decision of expelling some member federations that did not meet their financial commitments, in spite of several reminders and letters that were returned to the sender without having been opened. We must accept the fact that the membership of UNICA is thus reduced. But the idea of UNICA is not to have federations on the membership list if these show so little interest in our activities. It was hard to come to such a decision but the Comm took it in a unanimous vote, after prolonged discussion.

Le plus désagréable cette année a été le fait que nous ayons dû prendre la décision de rejeter certaines fédérations nationales car elles n'avaient pas respecté leurs engagements financiers, alors que nous avons multiplié les rappels et que les courriers sont revenus sans avoir été ouverts. Nous devons accepter le fait que le nombre des membres se trouve ainsi réduit. Il n'appartient pas à l'UNICA que d'avoir sur sa liste de membres des fédérations qui ne manifestent pas plus d'intérêt. Ce fut une décision difficile que le Comité a prise à l'unanimité après une discussion approfondie.

Am unangenehmsten war in diesem Jahr die Tatsache, dass wir die Entscheidung treffen mussten, einige Mitgliedsverbände, die ihren finanziellen Verpflichtungen nicht nachgekommen sind, trotz mehrerer Mahnungen und Schreiben, die an den Absender zurückgeschickt wurden, ohne geöffnet worden zu sein, auszuschließen. Wir müssen akzeptieren, dass die Mitgliedschaft in der UNICA dadurch reduziert wird. Aber die Idee von UNICA ist es nicht, Verbände auf der Mitgliederliste zu haben, wenn diese so wenig Interesse an unseren Aktivitäten zeigen. Es war schwierig, zu einer solchen Entscheidung zu kommen, aber der Ausschuss hat sie nach langer Diskussion einstimmig angenommen.

Among achievements, we should mention the fact that participation in the '98 Congress in Zillertal has been so impressive and we can expect to reap the benefits of this in the next few years. After Warsaw in 1997 and Zillertal in 1998, not only the Committee members but also you as participants in the Congress can observe that each Congress has an image of its own and I imagine that this observation will also apply to UNICA '99 in Lappeenranta.

We had the opportunity in previous annual reports to deal with issues relating to the Congress and the Competition. Things have changed dramatically in the past few years in the realm of "amateur film making" and we should take this fact into account. The number of works entered by students in Film Schools or by authors who are going to make a career in professional film- and video making or have already started doing so has increased steadily. But the Committee holds the opinion that such contributions should not be barred from taking part in the UNICA Competition as they can be considered as an enhancement to the programme. It often appears that they offer new forms of presentation or interpretation in the art of film- and video making. As a consequence, the Comm thinks that a solution acceptable to all should be found. We cannot afford to turn down these new ideas in film- and video-making and we trust that a solution will be found.

I would like to take this opportunity to express my gratitude to you all, as representatives of member federations, for the numerous ways you have contributed to the benefit of UNICA. I would also like to thank the members of the Comm for the work they performed in a spirit of good co-operation.

Parmi les points positifs, on mentionnera le fait que la participation au Congrès '98 à Zillertal ait été très forte, et les effets de ce succès se feront ressentir dans les années à venir. Après Varsovie en 1997 et Zillertal en 98, ce ne sont pas seulement les membres du Comité, mais aussi vous en tant que participants qui pouvez constater que chaque Congrès a un visage qui lui est propre et il est probable que cela se vérifiera aussi ici à l'UNICA '99 à Lappeenranta.

Dans les rapports annuels précédents, nous avons déjà eu l'occasion de nous pencher sur les problèmes propres aux Congrès et aux Concours annuels. Les choses ont bien changé ces dernières années dans le domaine du "film d'amateur" et il nous faut en tenir compte. Le nombre des œuvres faites par des étudiants dans les écoles de cinéma ou par des auteurs qui se sont engagés ou qui vont s'engager dans le monde du film/de la vidéo professionnels n'a cessé d'augmenter. Le Comité est d'avis que nous ne pouvons retirer ces œuvres du Concours de l'UNICA car elles constituent un enrichissement. Il s'avère que, très souvent, ces œuvres présentent des formes nouvelles de présentation et d'interprétation en film / vidéo. En conséquence, le Comité pense qu'une solution acceptable pour tout le monde doit être trouvée. Nous ne voulons pas rejeter ces idées nouvelles dans le domaine du cinéma et de la vidéo et nous sommes convaincus du fait qu'une solution sera trouvée.

Je voudrais saisir l'occasion pour vous remercier en tant que représentants des fédérations pour tout ce que vous avez fait pour le bien de l'UNICA. Je voudrais aussi remercier les membres du Comité pour un travail effectué dans un tel esprit de coopération.

Je vous présente tous mes vœux de succès et je suis heureux de pouvoir vous rencontrer, en quelque endroit que ce soit.

Unter den Errungenschaften ist die Tatsache zu erwähnen, dass die Teilnahme am Kongress'98 im Zillertal so beeindruckend war und wir davon in den nächsten Jahren profitieren dürften. Nach Warschau 1997 und Zillertal 1998 können nicht nur die Komiteemitglieder, sondern auch Sie als Kongressteilnehmer feststellen, dass jeder Kongress ein eigenes Bild hat, und ich denke, dass diese Beobachtung auch für die UNICA'99 in Lappeenranta gelten wird.

In früheren Geschäftsberichten hatten wir Gelegenheit, uns mit Themen rund um den Kongress und den Wettbewerb zu befassen. Im Bereich des "Amateurfilms" haben sich die Dinge in den letzten Jahren dramatisch verändert, und wir sollten dieser Tatsache Rechnung tragen. Die Zahl der eingereichten Arbeiten von Studenten an Filmhochschulen oder von Autoren, die eine Karriere im professionellen Film- und Videomachen machen werden oder bereits damit begonnen haben, ist stetig gestiegen. Die Kommission ist jedoch der Ansicht, dass solche Beiträge von der Teilnahme am UNICA-Wettbewerb ausgeschlossen werden sollten, da sie als Ergänzung des Programms angesehen werden können. Es scheint oft, dass sie neue Präsentations- oder Interpretationsformen in der Film- und Videokunst bieten. Infolgedessen ist die Kommission der Ansicht, dass eine für alle akzeptable Lösung gefunden werden sollte. Wir können es uns nicht leisten, diese neuen Ideen im Film- und Videobereich abzulehnen, und wir hoffen, dass eine Lösung gefunden wird.

Ich möchte diese Gelegenheit nutzen, um Ihnen allen, den Vertretern der Mitgliedsverbände, für die zahlreichen Beiträge zu danken, die Sie zum Wohle von UNICA geleistet haben. Ich möchte auch den Mitgliedern des Ausschusses für die Arbeit danken, die sie im Geiste einer guten Zusammenarbeit geleistet haben.
