The IFTC is born again...

The IFTC experienced a period of inactivity that almost caused its disappearance. Even though all its members were very active, the absence of rewarding of these activities, the absence of exchanges between the IFTC and the UNESCO and the lack of piloting of the IFTC put it indeed in very big danger.

By a mail dated July 3, 1997, the UNESCO announced to the IFTC that "the Director General had decided to admit the IFTC to the operational relations for a temporary period of one year." The mail specified that the objective of this decision was to allow the IFTC to provide the necessary documentation so that the UNESCO can establish an objective assessment of the state of the IFTC-UNESCO cooperation in view to define the type of relation to which the IFTC will be able to be admitted (the different types of relation determine the ordering of the "ONG"s; they distinguish members "operational" and members "formal"). The Director General of the UNESCO had specified that if the necessary documentation had not arrived before the end of the month of February 1998, it would be put end to the official relations with the IFTC. The situation was therefore very critical.

End 1997, Robert KALMAN, international civil servant who had just retired (he finished his career close to the highest ranks of the UNESCO where he is known and he knows the UNESCO therefore very well), is interested himself to the IFTC for which he committed with passion. He mobilized energies quickly to restart the activit. He now dedicates himself full-time to the IFTC.

The first necessity was to organize the work of the IFTC while getting offices (the IFTC didn't have some anymore), an address and a connection with internet - e-mail - calling mailbox - fax. The IFTC owes himself to be on top of everything that touches to the communication indeed.

Then the executive committee met and decided to reactivate all members to regain the partnership with the UNESCO. It is necessary to know that for the UNESCO, and in particular for its director general F. MAJOR, the IFTC should be one of the most important partners, because it is the only competent one in the area of television, of multimedia.., and should be the relay towards the professional institutions. The UNESCO, as it was very strongly indicated by its representatives to the general assembly of January 27, 1998, is very willing to see that the IFTC regains the statute that it has had in the past.

A meeting of office, to which I have been invited, was held January 26, 1998, to prepare the general assembly of the following day.

The report of this "Refounding" General Meeting of January 27, 1998 is at your disposition. I propose to keep you informed of the main information or decisions of it:

the presence of about twenty associations members, very motivated for the revival of the IFTC;

• the involvement, for the UNESCO, of the person responsible of the program cinema (G POUSSIN) and of a representative of the the communication division (G DUPONT);
• the enlargement of the IFTC to 7 new members;
• the election of the new general secretary, R KALMAN, and of an executive committee of 11 members of which your humble servant is representing the UNICA;
• the election, within the executive committee, of 4 vice-presidents who form, with R KALMAN and the new treasurer, the board having received mandate of the AG to bring up the program of involvement to submit to the UNESCO.
• The 4 vice-presidents are

• JM ARNOLD (French, president of the international meetings of the scientific audiovisuals),
• K EDER (German, SG of the Fipresci),
• D VAN ESPEN (Belgian, representing the OCIC - Catholic office of cinema) and
• P SAPORITO (Italian, Committee National Italian);

• The decision not to ask for arrears of contribution of the last 3 years.

The elected board for one year (until the AG of January 1999) has put itself to work immediately and met repeatedly since, notably in Berlin, February 14, on the occasion of the festival of Berlin.

Several programmes of participation have been proposed to the UNESCO. One programme is related to the development of the internet site of the IFTC, another to the 40th birthday of the IFTC that could be celebrated on the occasion of the meeting of the general states of the communication, in October 1998.

The direct contacts with the UNESCO are established and a first contract passed between the UNESCO and the IFTC (for an amount of 5000 $).

Several technical committees are going to be created (education, movies for children, technological transfers...).

I could have noted, while participating in the general assembly of January and at the time of the different contacts that I had since, the big interest shown for activities of the UNICA.

In conclusion, I propose to the general assembly of the UNICA to grant its confidence and to give its support to the new team that does its utmost to care that the IFTC becomes the permanent observatorium of developments in the culture and economics of arts regarding picture and sound (e.i. THE site "picture and sound" of the UNESCO).

Le CICT renaît...

LeLe CICT a connu une période d'inactivité qui a failli entraîner sa disparition. Bien que tous ses membres aient été très actifs, l'absence de récompense de ces activités, l'absence d'échanges entre le CICT et l'UNESCO et le manque de pilotage du CICT le mettent en effet en très grand danger.

Par un courrier daté du 3 juillet 1997, l'UNESCO a annoncé au CICT que " le Directeur général avait décidé d'admettre le CICT aux relations opérationnelles pour une période temporaire d'un an ". Le courrier précisait que l'objectif de cette décision était de permettre au CICT de fournir la documentation nécessaire pour que l'UNESCO puisse établir une évaluation objective de l'état de la coopération CICT-UNESCO en vue de définir le type de relation auquel le CICT pourra être admis (les différents types de relation déterminent l'ordre des "ONG" ; ils distinguent membres "opérationnels" et membres "officiels"). Le Directeur général de l'UNESCO avait précisé que si la documentation nécessaire n'était pas arrivée avant la fin du mois de février 1998, elle serait mise fin aux relations officielles avec le CICT. La situation est donc très critique.

Fin 1997, Robert KALMAN, fonctionnaire international qui venait de prendre sa retraite (il a terminé sa carrière près des plus hauts rangs de l'UNESCO où il est connu et connaît donc très bien l'UNESCO), s'intéresse au CICT pour lequel il s'engage avec passion. Il a rapidement mobilisé des énergies pour relancer l'activité. Il se consacre maintenant à plein temps au CICT.

La première nécessité était d'organiser le travail du CICT tout en obtenant des bureaux (le CICT n'en avait plus), une adresse et une connexion avec internet - e-mail - boîte aux lettres téléphonique - fax. Le CICT se doit d'être au fait de tout ce qui touche à la communication.

Puis le comité exécutif s'est réuni et a décidé de réactiver tous les membres pour reprendre le partenariat avec l'UNESCO. Il faut savoir que pour l'UNESCO, et en particulier pour son directeur général F. MAJOR, le CICT devrait être l'un des partenaires les plus importants, car il est le seul compétent dans le domaine de la télévision, du multimédia..., et devrait être le relais vers les institutions professionnelles. L'UNESCO, comme l'ont très fortement indiqué ses représentants à l'assemblée générale du 27 janvier 1998, est tout à fait disposée à ce que le CICT retrouve le statut qu'il avait dans le passé.

Une réunion de bureau, à laquelle j'ai été invité, a eu lieu le 26 janvier 1998 pour préparer l'assemblée générale du lendemain.

Le rapport de cette Assemblée Générale "Refondatrice" du 27 janvier 1998 est à votre disposition. Je vous propose de vous tenir au courant des principales informations ou décisions qu'il contient :

la présence d'une vingtaine d'associations membres, très motivées pour le renouveau de la FITH ;

• l'implication, pour l'UNESCO, du responsable du programme cinéma (G POUSSIN) et d'un représentant de la division communication (G DUPONT) ;
• l'élargissement du CICT à 7 nouveaux membres ;
• l'élection du nouveau secrétaire général, R. KALMAN, et d'un comité exécutif de 11 membres dont votre humble serviteur représente l'UNICA ;
• l'élection, au sein du comité exécutif, de 4 vice-présidents qui forment, avec R. KALMAN et le nouveau trésorier, le conseil d'administration ayant reçu mandat de l'AG pour élaborer le programme de participation à soumettre à l'UNESCO.

Le conseil d'administration élu pour un an (jusqu'à l'AG de janvier 1999) s'est immédiatement mis au travail et s'est réuni à plusieurs reprises depuis, notamment à Berlin, le 14 février, à l'occasion du festival de Berlin.

Plusieurs programmes de participation ont été proposés à l'UNESCO. Un programme est lié au développement du site Internet du CICT, un autre au 40e anniversaire du CICT qui pourrait être célébré à l'occasion de la réunion des Etats généraux de la communication, en octobre 1998.

Les contacts directs avec l'UNESCO sont établis et un premier contrat est passé entre l'UNESCO et le CICT (pour un montant de 5000 $).

Plusieurs comités techniques vont être créés (éducation, films pour enfants, transferts technologiques...).

J'aurais pu constater, en participant à l'assemblée générale de janvier et lors des différents contacts que j'ai eus depuis, le grand intérêt manifesté pour les activités de l'UNICA.

En conclusion, je propose à l'assemblée générale de l'UNICA d'accorder sa confiance et d'apporter son soutien à la nouvelle équipe qui fait tout son possible pour que le CICT devienne l'organe permanent.

Die IFTC wird wiedergeboren...

Die IFTC erlebte eine Zeit der Inaktivität, die fast ihr Verschwinden verursachte. Obwohl alle seine Mitglieder sehr aktiv waren, stellte das Fehlen einer Belohnung dieser Aktivitäten, das Fehlen eines Austauschs zwischen dem IFTC und der UNESCO und das Fehlen einer Steuerung des IFTC eine sehr große Gefahr dar.

Mit Schreiben vom 3. Juli 1997 teilte die UNESCO der IFTC mit, dass "der Generaldirektor beschlossen hat, die IFTC für einen vorübergehenden Zeitraum von einem Jahr in die operativen Beziehungen aufzunehmen". In der Mail wurde festgelegt, dass das Ziel dieser Entscheidung darin bestand, es der IFTC zu ermöglichen, die notwendigen Unterlagen zur Verfügung zu stellen, damit die UNESCO eine objektive Bewertung des Zustands der IFTC-UNESCO-Zusammenarbeit vornehmen kann, um die Art der Beziehung zu definieren, zu der die IFTC zugelassen werden kann (die verschiedenen Arten von Beziehungen bestimmen die Reihenfolge der "ONG "s; sie unterscheiden die "operativen" Mitglieder und die "formalen" Mitglieder). Der Generaldirektor der UNESCO hatte erklärt, dass, wenn die erforderlichen Unterlagen nicht vor Ende des Monats Februar 1998 eingegangen seien, die offiziellen Beziehungen zur IFTC beendet würden. Die Situation war daher sehr kritisch.

Ende 1997 interessiert sich Robert KALMAN, internationaler Beamter, der gerade in den Ruhestand getreten war (er beendete seine Karriere in der Nähe der höchsten Ränge der UNESCO, wo er bekannt ist und er die UNESCO daher sehr gut kennt), für die IFTC, für die er sich mit Leidenschaft engagiert. Er mobilisierte schnell Energien, um die Aktivität wieder aufzunehmen. Er widmet sich nun hauptberuflich dem IFTC.

Die erste Notwendigkeit war, die Arbeit des IFTC zu organisieren, während er Büros besorgte (der IFTC hatte keine mehr), eine Adresse und eine Verbindung mit Internet - E-Mail - Anrufbeantworter - Fax. Die IFTC schuldet sich selbst, über alles, was die Kommunikation betrifft, im Bilde zu sein.

Dann traf sich der Vorstand und beschloss, alle Mitglieder zu reaktivieren, um die Partnerschaft mit der UNESCO wiederherzustellen. Es ist wichtig zu wissen, dass die IFTC für die UNESCO und insbesondere für ihren Generaldirektor F. MAJOR einer der wichtigsten Partner sein sollte, denn sie ist der einzig kompetente Partner im Bereich des Fernsehens, der Multimedia... und sollte die Schnittstelle zu den professionellen Institutionen sein. Die UNESCO, wie sie von ihren Vertretern in der Generalversammlung vom 27. Januar 1998 sehr nachdrücklich erklärt wurde, ist sehr bereit, dafür zu sorgen, dass die IFTC das Statut der Vergangenheit wiedererlangt.

Eine Amtssitzung, zu der ich eingeladen wurde, fand am 26. Januar 1998 statt, um die Generalversammlung des folgenden Tages vorzubereiten.

Der Bericht dieser "Neugründung" der Generalversammlung vom 27. Januar 1998 steht Ihnen zur Verfügung. Ich schlage vor, Sie über die wichtigsten Informationen oder Entscheidungen darüber auf dem Laufenden zu halten:

die Anwesenheit von etwa zwanzig Vereinsmitgliedern, die sehr motiviert für die Wiederbelebung des IFTC sind;

• die Beteiligung des Verantwortlichen für das Programm Kino (G POUSSIN) und eines Vertreters der Kommunikationsabteilung (G DUPONT) für die UNESCO;
• die Erweiterung des IFTC auf 7 neue Mitglieder;
• die Wahl des neuen Generalsekretärs R. KALMAN und eines Exekutivausschusses mit 11 Mitgliedern, von denen Ihr bescheidener Diener die UNICA vertritt;
• die Wahl von 4 Vizepräsidenten im Exekutivausschuss, die zusammen mit R. KALMAN und dem neuen Schatzmeister den Vorstand bilden, der von der AG beauftragt wurde, das Beteiligungsprogramm zur Vorlage bei der UNESCO aufzustellen.
• Die 4 Vizepräsidenten sind

• JM ARNOLD (Französisch, Präsident der internationalen Treffen der wissenschaftlichen audiovisuellen Medien),
• K EDER (Deutsch, SG der Fipresci),
• D VAN ESPEN (Belgier, Vertreter des OCIC - Katholisches Büro für Kino) und
• P SAPORITO (Italienisch, Komitee National Italienisch);

• Die Entscheidung, keine Beitragsrückstände der letzten 3 Jahre zu verlangen.

Der für ein Jahr (bis zur AG vom Januar 1999) gewählte Vorstand hat sich sofort an die Arbeit gemacht und sich seitdem wiederholt getroffen, insbesondere am 14. Februar in Berlin anlässlich des Berliner Festivals.

Der UNESCO wurden mehrere Beteiligungsprogramme vorgeschlagen. Ein Programm betrifft die Entwicklung der Internetseite der IFTC, ein weiteres den 40. Geburtstag der IFTC, das anlässlich der Sitzung der allgemeinen Zustände der Mitteilung im Oktober 1998 gefeiert werden könnte.

Die direkten Kontakte zur UNESCO werden hergestellt und ein erster Vertrag zwischen der UNESCO und der IFTC (für einen Betrag von 5000 $) abgeschlossen.

Es werden mehrere technische Ausschüsse eingerichtet (Bildung, Kinderfilme, Technologietransfer....).

Ich hätte bei der Teilnahme an der Generalversammlung im Januar und bei den verschiedenen Kontakten, die ich seitdem hatte, das große Interesse an den Aktivitäten der UNICA feststellen können.

Abschließend schlage ich der Generalversammlung der UNICA vor, ihr Vertrauen zu schenken und das neue Team zu unterstützen, das alles daran setzt, dass die IFTC zum ständigen Ansprechpartner wird.
