To the chairpersons of the National Federations

Dear film friends,

The Committee of UNICA has met from 13 to 15.11.97 in BEVEREN (Belgium), at the same time as the meeting of the "Friends of UNICA". The excellent organisation had been placed under the responsibility of our Belgian film friends and Gisela Schultz. Many thanks for the preparation of this event !

The members of the newly elected Committee - Mrs Tula Turtia (Finland), MM. F. Rienesl (Austria) and Z. Balog (Croatia) participated for the first time. We had the great pleasure to observe that they could easily integrate the Committee of UNICA team and contribute to its work.

I am pleased to give you some information on this meeting; it will also be published in the " UNICA News". All agreed to say that the UNICA Congress in Warsaw has been a great success, which was confirmed by the numerous letters of thanks that the organiser has received. The weak points -  such as the information and some aspects of the management - have also been an object of discussion, and lessons have been drawn for the benefit of future events.

It has also been observed with pleasure that national federations have taken care to respect prescribed projection times, which were controlled by the person in charge of technical matters (Thomas Kräuchi).

Le Comité de l'UNICA s'est réuni du 13 au 15.11.97 à Beveren (Belgique), en même temps que la rencontre des "Amis de l'UNICA". L'excellente organisation était placée sous la responsabilité de nos amis cinéastes belges et de Gisela Schultz. Merci beaucoup pour ce bon travail que vous avez fourni.

Les membres du Comité nouvellement élus - Mme Tula Turtia (Finlande), Messieurs F. Rienesl (Autriche) et Z. Balog (Croatie) participaient pour la première fois. Nous avons le grand plaisir de constater qu'ils se sont très bien intégrés à l'équipe du Comité de l'UNICA.

Je me permets de vous donner ci-après quelques informations sur cette réunion; elles seront également publiées dans les Nouvelles de l'UNICA.

Il a été constaté par tous que l'UNICA de Varsovie a été un grand succès, ce qui confirme les nombreuses lettres de remerciements qui ont été reçues par l'organisateur. Les points faibles ont également fait l'objet de discussions, tels que l'information et l'administration, et les leçons ont été tirées pour être mises à profit pour les prochaines manifestations.

On a pu constater avec plaisir que les fédérations nationales ont pris soin de respecter les temps de projection prescrits, lesquels ont été contrôlés par le responsable de la technique (Thomas Kräuchi).

Liebe Filmfreunde,

Am 13.-15. 11. 1997 fand in Beveren (Belgien) die Komitee-Sitzung der UNICA statt, gleichzeitig mit dem Zusammentreffen der "Freunde der UNICA". Die hervorragende Organisation lag in den Händen unserer belgischen Filmfreunde und von Gisela Schultz: Herzlichen Dank fur die gute Arbeit die Ihr geleistet habt.

Erstmals nahmen die neu gewählten Komitee-Mitglieder (Frau Turtia, Finnland, HH Rienesl, Österreich und Balog, Croatien) teil. Erfreulich ist die Feststellung, dass sie sich sehr gut ins Team des UNlCA-Komitees eingelebt haben.

Nachfolgend erlaube ich mir, Ihnen einige Informationen über diese Tagung zukommen zu lassen, welche auch gleichzeitig in den UNICA-News publiziert werden.

Allgemein wurde festgestellt, dass die UNlCA-Warschau ein grosser Erfolg war, was auch die vielen Dankesbriefe, die der Organisator erhalten hat, bestätigt. Aber auch die Schwachpunkte, Information/Administration wurden besprochen und daraus die Lehren gezogen, die bei künftigen Veranstaltungen berücksichtigt werden müssen.

Erfreulich ist die Feststellung, dass die Landesverbände auf die Einhaltung der vorgeschriebenen Projektionszeiten achten, da diese durch die Technik (Thomas Kräuchi) kontrolliert werden.

On the occasion of the 97 General Meeting we discussed the Belgian proposal suggesting that national programs having youth films in their selections could be granted some additional projection time; the issue has been transmitted for examination to the Committee. The latter has discussed the question in depth and it was decided unanimously that we should rather wait and see how the new system of projection times works - for at least 3 years - before thinking of introducing new regulations or changing their scope of application (according to the proposal from Belgium). This decision has been submitted to the representative of Belgium and the latter has agreed to subscribe to the proposal of the Committee, so that the 98 General meeting will not have to discuss the matter again.

A l'occasion de l'Assemblée générale 97, nous avons discuté de la proposition belge pour que les programmes nationaux ayant des films jeunesse dans leurs sélections puissent bénéficier de plus de temps de projection supplémentaire; la question a été transmise pour examen au Comité. Celui-ci a discuté de la question en profondeur; il en est ressorti que, de l'avis unanime du Comité, il convient d'attendre d'abord d'avoir l'expérience de 3 ans de fonctionnement selon les nouvelles dispositions pour les temps de projection pour voir comment le système fonctionne, avant de vouloir modifier à nouveau le règlement et éventuellement l'élargir (proposition de la Belgique). Cette décision a été communiquée au représentant de la Belgique et celui-ci a pu se rallier à la proposition du Comité, si bien que l'Assemblée générale 98 n'aura pas besoin de se pencher à nouveau sur le problème.

Anlässlich der Generalversammlung 98 wurde der Antrag von Belgien auf zusätzlich Projektionszeit, bei der Aufnahme von Jeunesse-Filmen ins Länderprogramm, angesprochen und dem Komitee zur Prüfung übergeben. Eine eingehende Diskussion hat ergeben, dass das Komitee einstimmig der Auffassung ist, dass vorerst eine 3-jährige Periode der neuen Projektionszeiten abgewartet werden muss, um zu sehen wie sich diese Massnahme auswirkt, bevor wieder mit einem neuen Reglement diese erweitert werden (Vorschlag Belgien). Dieser Entscheid wurde dem belgischen Vertreter mitgeteilt und dieser konnte sich dem Vorschlag des Komitees anschliessen, sodass es an der GV 98 keine weitere Behandlung dieses Problemes geben wird.

Another topic was the way to share the allowance served to the young authors participating to the Congress. Contrary to the opinion that could be heard during the 97 General Meeting - there had been less films made by young film makers to UNICA - the statistics established by the person in charge of technical matters (Thomas Kräuchi) have shown than there had been 20 youth films in 1996 against 24 in 1997. The impression that there had been less films in 1997 is probably due to the fact than some films by youngsters had not been indicated as such in the catalogue. In 1996 and in 1997, 10 allowances have been paid to young film makers for accommodation and congress cards.

The Committee is to submit to national federations a new proposal tabled by the Committee concerning the distribution of expenses in the future. The 98 Congress 98 will have to make a decision.

La répartition des frais pour les jeunes auteurs participant au Congrès a été aussi discutée. Contrairement à l'opinion qu'on a pu entendre lors de l'Assemblée générale 97 selon laquelle il y aurait eu moins de films jeunesse à l'UNICA, les statistiques faites par la technique (Thomas Kräuchi) ont montré qu'il y avait eu 20 films de jeunes en 1996 contre 24 en 1997. L'idée selon laquelle il y en avait eu moins en 1997 est due au fait que divers films de jeunes n'avaient pas été indiqués comme tels dans la brochure. En 1996 et en 1997, 10 indemnités ont été versées à des jeunes pour le logement et les cartes de congrès.

Le Comité va soumettre aux fédérations nationales une nouvelle proposition sur la façon dont le Comité envisage la répartition des frais à l'avenir. Le Congrès 98 devra en décider.

Die Kostenverteilung fur die teilnehmenden Jeunesse-Autoren wurde besprochen. Entgegen der Meinung, die an der GV 97 zu hören war, es kommen weniger Jeunesse-Filme zur UNICA, hat die neu ausgearbeitete Statistik der Technik (Thomas Kräuchi) ergeben, dass im Jahr 1996 20 Jeunesse-Filme gezeigt wurden und im Jahre 1997 24. Die Interpretation, es wären weniger im Jahr 1997, ist darauf zuruckzufuhren, dass verschiedene Jeunesse-Filme im Programm-Heft nicht richtig bezeichnet wurden. Entschädigungen für Unterkunft und Kongresskarte wurden im Jahre 1996 und im Jahre 199710 registriert

Das Komitee wird den Landesverbänden separat einen neuen Vorschlag unterbreiten, wie das Komitee eine künftige Verteilung der Kosten sieht. Daruber soll an der UNICA 98 dann entschieden werden.

• The Committee has been informed on the organization of the 98 UNICA Congress in Zillertal.
• The jury will be composed with persons from the following countries: 2 from Austria, one from Belgium, Hungary , Germany, Italy and the United Kingdom or the U.S.A.
• The organizer of the 98 UNICA Congress to provide information and registration forms before January / February to potential participants as well as to federations; they could also take this opportunity to confirm bookings that have already been made.
• The preparations for the 99 UNICA Congress in Lappeenranta (FIN) are already in full swing. Mrs Tula Turtia informed the Committee on the progress of preparations and on facilities for accommodation in Lappeenranta. We are looking forward to it !
• The magazine UNICA News in their new outfit has been evaluated very positively. The quality of the print on the cover page, and the text in general make a very good impression. We will try to further improve the content and we will discuss the matter with the editor (Radek Stipl, CZ). In any case, many thanks to M. Stipl or the quality of his work.

• Le Comité s'est penché sur l'organisation de l'UNICA 98 à Zillertal.
• Le jury sera composé avec des personnes des pays suivants : 2 jurés d'Autriche, un de Belgique, de Hongrie, d'Allemagne, d'Italie et du Royaume-Uni ou des États-Unis d'Amérique.
• Il a été demandé à l'organisateur de l'UNICA 98 de faire parvenir les informations et les formulaires d'inscription avant janvier / février aux participants potentiels ainsi qu'aux fédérations; il conviendra, dans le même courrier, de confirmer les réservations déjà faites
• Les préparatifs pour l'UNICA 99 à Lappeenranta (FIN) tournent déjà à plein régime. Mme Tula Turtia nous a informé sur le déroulement du Congrès ainsi que sur les possibilités de logement disponibles à Lappeenranta. Nous nous laisserons volontiers surprendre !
• Les Nouvelles de l'UNICA dans leur nouvel habit ont été perçues en général très positivement. La qualité de l'impression sur la page de couverture, le texte en général donnent une très bonne impression. Nous essayerons de bien cadrer le contenu et il est prévu d'en discuter avec le rédacteur (Radek Stipl, CZ). En tout cas, grand merci à M. Stipl pour la qualité du travail.

• Eingehend befasste sich das Komitee mit der UNICA 98 Zillertal. Die Jury wird sich aus folgenden Ländern zusammensetzen: 2 Juroren aus Österreich, je 1 Juror aus Belgien, Ungarn, Deutschland, Italien und England oder USA.
• Der Organisator der UNICA 98 wurde gebeten, die Informationen und die Anmeldebogen spätestens Januar/Februar den interessierten Teilnehmern sowie den Landesverbänden zukommen zu lassen, wobei mit gleicher Post auch die Bestätigungen fur die bereits erfolgten Reservationen mitzuteilen sind.
• Aber auch für die UNICA 99 in Lappeenranta (Finnland) laufen die Organisationen bereits auf vollen Touren. Frau Tula Turtia informierte über den Ablauf des Kongresses wie auch über die Unterkunft die in Lappeenranta zur Verfügung stehen werden. Lassen wir uns überraschen!
• Die neue Form der UNlCA-News ist allgemein auf positives Echo gestossen. Der saubere Druck auf der Umschlagseite, aber auch im Text geben einen guten Eindruck. Es muss nun versucht werden, den Inhalt zur formieren, wozu Gespräche mit dem Redaktor (Radek Stipl, Tschechien) stattfinden werden. Vielen Dank an Hr. Stipl für die saubere Arbeit.

UNICA 2000 !! a great word. The General Meeting in Warsaw gave a mandate to the Committee to identify a country prepared to organise this great event for the turn of the millennium. And the Committee eventually found the national federation we were looking for : the Netherlands!!!! The venue will be a new complex near Roermond, 50 km to the north of Maastricht. Many thanks to our Dutch film friends.

Finally, I would want to return to a point discussed during the Committee meeting, and it is a cause of great concern: the problem of countries / federations that have not paid their membership for two years. The Committee has declared those federations "suspended members", which means that these members can regain full membership as soon as the fees in arrears are paid, in which case they also have the right to participate in UNICA Film Competitions. This situation applies to the Ukraine, Georgia, Russia, Puerto-Rico. We hope that these countries will soon find their way back to the circle of the UNICA family.

L'UNICA 2000 !! un grand mot. L'Assemblée générale de Varsovie avait donné mission au Comité de chercher un pays qui se dirait prêt à préparer ce grand événement pour le tournant du millénaire. Le Comité a trouvé la fédération nationale recherchée : les PAYS-BAS !!!! Le Congrès aura lieu dans un ensemble hôtelier tout neuf à Roermond, à 50 km au nord de Maastricht. Merci beaucoup à nos amis cinéastes néerlandais.

Enfin, je voudrais revenir sur un point discuté lors de la réunion du Comité et qui est une cause de souci. Il s'agit des pays qui n'ont pas versé leur cotisation depuis deux ans. Le Comité a fait de ces fédérations des "membres en sommeil", ce qui signifie que ces membres peuvent redevenir immédiatement des membres actifs si les arriérés de cotisation sont versés, auquel cas ils ont le droit de participer aux Concours de l'UNICA. Il s'agit en l'occurrence de l'Ukraine, de la Géorgie, de la Russie, de Porto-Rico. Nous espérons que ces pays retrouverons bientôt le chemin de la famille UNICA.

UNICA 2000 !! Ein grosses Wort. Die GV in Warschau hat dem Komitee den Auftrag erteilt, ein Land zu suchen, das sich bereit erklärt, diesen Gross-Anlass der Jahrtausend-Wende durchzuführen. Und das Komitee hat einen Landesverband gefunden: H O L L A N D ! ! ! !

Der Anlass wird in einem neu gebauten Hotel-Trakt in Roermond, 50 km. nördlich von Maastricht, stattfinden. Herzlichen Dank an unsere Filmfreunde aus den Niederlanden.

Zum Schlusse mochte ich auf einen Punkt der Komitee-Sitzung kommen, der viel Sorgen bereitet hat. Es geht um die Länder, die nun schon zwei Jahre ihren Beitrag nicht bezahlt haben. Das Komitee hat diese Länder zu "ruhenden Mitgliedern" ernannt, was bedeutet, dass diese sofort wieder Vollmitglieder sein können, wenn die ausstehenden Beiträge bezahlt sind, womit auch das Recht zur Teilnahme am UNlCA-Filmwettbewerb wieder gegeben ist. Es geht um die Länder Ukraine, Russland, Georgien und Puerto Rico. Hoffen wir, dass diese Ländern wieder den Weg zurück in die UNlCA-Familie finden werden.
