Une reunion du Comité de l'UNICA a eu lieu à TALLINN (Estonie) du 13 au 16 avril 2000.
Nous y avons discuté des préparatifs de l'UNICA 2000 à ROERMOND et UNICA 2001 à TALLINN.
Malheureusement, Tula TURTIA et Jan BACA n'avaient pas pu être presents pour des raisons professionnelles.

Suit un court rapport sur nos debats:

Dear film-friends

UNICA Committee meeting took place in TALLINN (Estonia) from 13 to 16 April 2000.
There we discussed the preparations for UNICA 2000 in ROERMOND and UNICA 2001 in TALLINN.
Unfortunately, Tula TURTIA and Jan BACA could not attend the meeting for professional reasons. 

Hereunder a short report about he contents of our discussions.
La coopération avec le CICT/UNESCO, par le biais de Robert KALMAN, Secrétaire général du CICT, commence lentement à porter ses fruits et nous pouvons espérer que, ces prochaines années, nous pourrons bénéficier d'un soutien de la part de l'UNESCO. Co-operation with IFTC/UNESCO, via Robert KALMAN, the Secretary-general of IFTC, is beginning to provide concrete results and we can hope that UNESCO will offer effective support in the next future
Outre la Géorgie, le Tchad s'est a nouveau manifesté. Le Tchad a versé la cotisation annuelle convenue et est ainsi membre de l'UNICA.
On peut espérer que Ia Géorgie suivra le même chemin.
Malheureusement, Malte, la Roumanie et les Etats-Unis d'Amérique ne se sont pas acquittés de leurs obligations si bien que l'Assemblée générale de cette année devra décider si ces pays doivent être radiés de la liste des membres, a notre grand regret.		 We had some news recently not only from Georgia, but also from Chad. The latter country has paid the annual membership fees and is therefore full member of UNICA.
We do hope that Georgia will follow suit.
Unfortunately, Malta, Rumania and the United States of America failed to comply with this obligation so that this year's General Meeting will have to decide whether these federations should be crossed out of the membership list, much to our regret.
UNICA 2000 ROERMOND: 
tout est prêt et les inscriptions sont en nombre très satisfaisant. Le programme devrait suivre les lignes du pré-programme que nous connaissons. 

Tous ceux qui ont participé au dernier Congrès à ALMELO (NLD) savent que l'organisation est entre de très bonnes mains et qu'il n'y a aucun problème a craindre.
Nous nous réjouissons à l'avance a l'idée de ce grand événement.

 UNICA 2000 ROERMOND: 
everything is ready and registration is running quite satisfactorily. The main lines of the pre-programme as we know them have been maintained in tile final programme. 
Whoever participated in the Congress in ALMELO (NLD) knows that the organisation is in good hands and things will run smoothly.

We look forward to being part of this great event.
Nouveauté pour cet UNICA 2000: la façon dont le jury va travailler.
Dans le cadre de ses compétences, le Comité a prévu les innovations suivantes, lesquelles devraient être appliquées à ROERMOND.		 An important innovation for the UNICA 2000 Competition: the way the jury will work.
On the basis of the mandate, given for that purpose, the Committee has planned to introduce the following innovations and the new procedure will be implemented in ROERMOND.
Les films provenant d'écoles de cinéma seront indiqués comme tels dans la brochure programme, en fonction de ce qui sera dit à l'inscription, tout comme pour les films "jeunesse".
Les films dans cette catégorie seront présentés comme faisant partie des programmes nationaux.
Cependant, l'évaluation de ces films se fera a part, c'est-à-dire à la fin de la session publique du jury.

Tous les films "écoles de cinéma" de tous les pays seront discutés ensemble et un palmarès séparé sera établi, comme pour les films "jeunesse".

Les médailles sont attribuées comme pour tous les autres films et les résultats obtenus pour les divers films concernés seront intégrés a ceux qui renvoient au programme national.
Le jury a le droit de faire passer dans cette catégorie nouvelle les films pour lesquels il y aurait eu "erreur" manifeste.

 The films produced in film schools will be entered as such in the programme booklet, following the information provided at the time of registration, as is done with "jeunesse" films.
The works in this category will be considered as part of the corresponding national programmes.
However, such films will be evaluated apart from the other ones, i.e. at the end of the public session of the jury.
The films produced in the filmschools of participating countries will thus be submitted to the discussion all together and a separate list of awards will be set up, just as is done with the "jeunesse" films.
The medals will be awarded the same way as for the "regular" films and the outcome of valuation for individual films will be integrated to those applying to the national programme.
The jury reserves the right to move a specific work to this category in the case of blatant "misallocation".
Les discussions de films qui ont existé jusqu'à présent sont supprimées et remplacées par des discussions publiques du jury de l'UNICA organisées après chaque ensemble de films, c'est-à-dire après le programme du matin, de l'après-midi et du soir.
Le jury prendra donc place sur l'estrade immédiatement après la projection du dernier film. Tous les films de cet ensemble seront alors discutés.
A la fin de la discussion de chaque film, le jury, après vote (5:2) décide si le film est admis a la discussion publique ou non.

Les films qui n'auront pas eu 5 voix sur 7 peuvent quand même être admis à la discussion publique si le jury en décide ainsi après discussion interne.
Le Comité espère que, avec cette innovation, l'UNICA sera redynamisé et il semble particulièrement important que les films soient discuté par le jury le jour même et non pas une semaine plus tard.

 The forums for film discussion will no longer exist in the form that they have had so far. This will be replaced by a discussion by the UNICA jury panel in the presence of the public, to be held immediately after the presentation of individual film blocs, i.e. in the morning, the afternoon and the evening.
Accordingly, the UNICA jury will be on stage just after the screening of the last film for a discussion on the films of the latest group.

After some debating, the jury members will vote and decide (with a 5:2 majority) whether the work is selected for the final discussion.

Those which did not make 5 votes out of 7 may still be admitted for the final jury discussion if the jury changes its mind after some internal discussion.
The Committee hopes that this innovation will give a new impetus to UNICA film forums as it seems appropriate to debate on the individual films the very day of screening rather than week later.
Le Comité proposera a l'Assemblée générale un amendement du paragraphe 3.11. des Statuts pour préciser comment les majorités doivent être calculés lors des votes.
Le texte sera expeclie aux teae rations nationales par ie Secretaire general en meme temps que l'invitation a l'UNICA 2000.		 The Committee will table a proposal to the General Meeting to clarify the provisions of paragraph 3.11. of the Statutes and specify the way a majority is established after a vote. The wording of the amendment will be sent to all national federations by the Secretary-general together with the invitation to the UNICA 2000 Congress.
Jeunesse:
Le Comité' précise une nouvelle fois a qui et comment les indemnisations doivent être versées pour les jeunes:
1) seuls les jeunes qui participent avec un film dont ils/elles sont les auteurs peuvent bénéficier des indemnisations suivantes:

2) 50% à la charge du Trésor de l'UNICA;
3) 50% de la carte de congrès pris en charge par la fédération nationale à laquelle l'auteur appartient, la somme doit être versée/virée à l'organisateur au moment de l'inscription;

4) L'Organisateur prend en charge les frais de logement, petit déjeuner compris;
5) Le/la jeune prend en charge les frais de nourriture.

 "Jeunesse" (Young film makers) :
The Committee reminds once again of the provisions concerning the financial assistance offered to young film-makers:
1) only such young film-makers who have made a film entered in the Competition may claim for assistance under the following conditions:
2) 50% to be paid by the UNICA Treasury;
3) 50% of the Congress card to be paid by the national federation the person concerned is a member of the corresponding amount should be forwarded to the organiser of the Congress at the time of registration;
4) The organiser comes up with the cost of
accommodation, including breakfast;
5) the young film maker has to take care of other meals.
Alors que les organisateurs de l'UNICA 2001 (Estonie), 2002 (Luxembourg) et 2004 (Allemagne) sont connus, des négociations sont actuellement en cours avec l'Afrique du Sud qui se porte candidate pour l'organisation de l'UNICA 2003.
Nous espérons que nous pourrons donner d'autres détails d'ici ROERMOND.		 We all know the identity of organisers for the UNICA Congress in 2001 (Estonia), 2002 (Luxembourg) and 2004 (Germany), and talks are currently held with South Africa which has announced that that they are prepared to stage the UNICA Congress in 2003.
We hope that further information about this issue can be provided in ROERMOND.
Le Comité a discuté en profondeur de questions recurrentes concernant l'organisation de l'UNICA. Il s'agit entre autres de la question de la durée du Congrès, du prix de la carte de congrès, de l'agenda (par ex. le jour où I'Assemblée générale doit se tenir dans le cadre d'un Congrès).
Le Comité' continue d'examiner ces questions et vous fera un rapport.		 The Committee has thoroughly discussed various recurring issues concerning the organisation of UNICA Congresses - among other items the duration of the Congress, the price of the Congress card, scheduling (e.g. which day the General Meeting should be held).
The Committee goes on debating about these issues and will report about results in due time.
L'UNICA 2000 est une année électorale pour le Comité de l'UNICA, lequel se représente en totalité à vos suffrages.

J'adresse à nouveau une demande à toutes les fédérations: Si vous avez d'autres propositions à faire pour former le nouveau comité,~veuilIez les faire connaître IMMEDIATEMENT au Secrétaire général afin qu'il puisse prendre toutes les dispositions nécessaires.

 2000 is an election year for the UNICA Committee.
All members are running for re-election.

I would like to remind all federations that, if they have candidates running for committee membership, they should inform the Secretary-general AS SOON AS POSSIBLE and give him details so that he can make all necessary arrangements.

Nous avons visite les locaux ainsi que les hôtels prévus et nous pouvons vous dire que tout est irréprochable.

Ceux qui ont participe' A l'UNICA 86 A TALLINN peuvent confirmer que Tallinn est une très jolie ville riche en lieux à visiter.
Entre temps, la ville a encore été' embellie car de nombreux batiments ont été restaurés.
La Municipalité soutient sans reserve ce Congrès 2001 et se réjouit déjà de vous voir y participer.

We had the opportunity of visiting the premises and the hotels open for booking and we can assure you that everything is faultless.
Those who took part in the UNICA Congress in 1986 in TALLINN can confirm that Tallinn is indeed a very attractive capital with many attractive sights.
In the mean time, the City has been further embellished as numerous buildings and monuments have been renovated.
The Municipality provides full support and backing to the organisation of the 2001 UNICA Congress and looks forward to being your host.
